从研究智库的理论与方法看日本智库的作用及影响

【摘要】：对世界各国智库组织形态及其研究动向进行跟踪研究,是人们了解各国政府内外政策的有效途径。以日本智库为例,通过对研究智库的理论与方法以及日本智库在政府决策过程中的作用与影响进行深入的分析和探讨,可以发现智库在实现自我价值的同时应把追求"公共精神"作为自己的行为准则。冷战结束以来,日本智库的性质与作用发生了质变,即由面向企业的"咨询机构"转换为面向政府的"政策研究平台"。日本战后曾出现三次智库建设高潮,目前正处于智库建设的调整期,其经验值得正在开展智库建设的中国借鉴。
[Abstract]:It is an effective way for people to understand the internal and external policies of various countries by following up on the organization and research trends of think tanks around the world. Take the Japanese think tanks as an example, By studying the theory and method of think-tank and the role and influence of Japanese think-tank in the process of government decision-making, It can be found that while realizing self-worth, think tanks should regard the pursuit of "public spirit" as their own code of conduct. Since the end of the Cold War, the nature and role of Japanese think tanks have changed qualitatively. That is, from an enterprise-oriented "advisory body" to a "policy research platform" for the government. After the war, Japan experienced three upsurge in the construction of think tanks, and is now in a period of adjustment in the construction of think tanks. Its experience is worthy to be used for reference by China, which is building a think-tank.
