工程的社会评估方法论刍议

【摘要】：讨论了工程的社会评估的必要性、过程与逻辑、基本性质、制度条件及局限性。提出,工程的社会评估导源于工程的社会性,只有对工程进行恰当的社会评估,才能更好地将工程嵌入社会;工程的社会评估具有包容性、建构性和实验性,因而是建设更负责任的工程的一种必要手段;对工程进行社会评估的有效性取决于人文社会科学家的深度介入、利益相关者的广泛参与以及相关制度安排;工程的社会评估有局限性,需要在包容性和敏捷性之间求得平衡。
[Abstract]:The necessity, process and logic, basic properties, institutional conditions and limitations of social evaluation of engineering are discussed. It is pointed out that the social evaluation of engineering originates from the sociality of engineering, and that only through proper social evaluation of engineering can the project be better embedded in society, and the social evaluation of engineering is inclusive, constructive and experimental. The effectiveness of social assessment of the project depends on the deep involvement of human social scientists, the extensive participation of stakeholders and the relevant institutional arrangements. Social assessment of engineering has its limitations and needs to strike a balance between inclusiveness and agility.
