【摘要】:在构建和谐社会的进程中,对社会公平与公共服务体系进行不断完善是实现基本公共服务均等化的重要支撑力之一。基本公共服务主要有社会保障、医疗卫生、文化教育、公共基础设施建设等,其中,社会保障直接与人民生存的问题紧密联系。所以,它是一项非常重要的的基本公共服务,也是我国服务型政府在公共服务供给中的重要组成部分。因此,在我国实现基本公共服务均等化以及向服务型政府转变的过程中,研究基层社会保障机构的服务水平及其影响因素,是相当必要的。本文以新公共管理理论,新公共服务理论,公共部门绩效管理理论为支撑,构建基于平衡计分卡理论的社保经办机构服务能力理论模型和影响因素理论模型,提出四维服务能力与其五类影响因素之间关系的基本假设。采用分层整群随机抽样方法,对每个区县其经办机构人员等相关人员及参保人员进行问卷调查,运用AMOS软件对结构方程模型及理论假设进行检验,得出影响其服务能力的关键因素依次为:人力资源、行政文化、机构建设、财力支持、内部管理。提出可行性建议,以期提升社保经办机构服务能力。
[Abstract]:In the process of building a harmonious society, social equity and public service system for continuous improvement is one of the important supporting force to achieve the equalization of basic public services. Basic public services are mainly social security, health care, culture and education, public infrastructure construction, the social security and people's survival problems directly linked. So, it is a very important basic public services, but also China's service-oriented government in the supply of public services is an important part. Therefore, in the process of our country to achieve the equalization of basic public services and service-oriented government in the factors of grassroots social security institutions on the service level and the influence is quite necessary. Based on the new public management theory, new public service theory, performance management theory in the public sector to support the construction of Balanced Scorecard theory based on the social security card processing Do service mechanism theory model and theoretical model of factors affecting the relationship between the four basic assumptions, service ability and the five kinds of influencing factors. By using stratified random sampling method, for each county the agency officers and other relevant personnel and the insured questionnaires, using AMOS software for structural equation model and theoretical hypothesis test, get the key factors which affect its ability to serve as follows: human resources, administrative culture, organization construction, financial support, internal management. Put forward feasible suggestions to improve the social security agencies service ability.
