【摘要】：任何时期的政府要促进和提高国民经济发展和社会进步,必须不断地适应时代的变化,与时俱进,进行政府职能的调整与变革,建设数字化政府。数字化政府职能既是现代化进程中世界性的普遍现象,更是自人类社会产生政府以来的历史性现象。加强数字政府建设是公共管理研究的一个重要领域,而加强数字政府建设也是当代经济、行政发展提出的一个时代性课题。加强数字化政府建设更是将原来的政府信息化,政府效能效率化,政府信息传达科技化。将政府职能的凸显变得更便捷、直观,方便有效的管理,让人民群众享受数字化的政府服务,高效、快捷。因为数字化技术已经普遍运用在各个领域中,是有目共睹的事实,起到很大的作用。建立数字化政府也是方便行使政府职能,更好的做好政府职能的转变工作,提高行政沟通的效率。要转变“刚性执法”、“暴力行政”的思维模式,就必须改变现有的简单命令的行政行为方式,这也是加强数字化政府的必要条件。通过数字化政府建设的管理,对信息库数据的搜集也是提供强有力的技术支持。对上级向下级的命令、指示的传达,下级对上级命令、指示的反馈,也是具有显而易见的绩效。数字化政府的管理,在行政沟通上起到很大作用,也能完善行政沟通上出现的系列障碍。数字信息化更好的反应出政府所发出的讯息,传递社会的信息及反馈,提供服务者和受服务者们的沟通平台。为建设更好的和谐社会而服务。
