【摘要】：公共政策是国家为履行政府职能，实现对国家的宏观调控以促进国家长远发展而实施的重要的公共管理手段。一项公共政策从出台到预定效果的实现始终处在一个动态的过程中，这个过程由政策制定、政策执行和效果反馈等几个阶段组成，其中政策执行处在整个过程的中间环节，起着承前启后的决定性作用，是政府实现公共管理目标的中心环节。同时，公共政策执行是否顺利对政府的公信力和社会福利同样具有重要影响。我国目前正处于政府行政体制改革的新阶段，但从行政体制上看我国仍属中央集权体制国家，国家公共政策必须通过地方政府来执行，可是由于地方政府行政自主权相对局限，这就造成公共政策在地方政府政策执行的过程中由于各种因素会产生各种阻滞导致执行过程不畅。通过剖析可以看到，阻滞产生的原因不仅局限在执行过程中，由于中央政府无法得到全面真实的反馈，，目标对象不能够了解政策实质等进而导致政策在制定过程中也产生了不利于执行的阻滞因素。利益博弈的存在也是政策执行阻滞的重要产生源，目标主体和利益集团的对抗同样使得政策在执行过程中受到阻碍。近年来随着国际经济社会形势的发展，政策执行过程中存在阻滞的问题被广泛的关注，如何消除这些阻滞因素的产生逐步成为学者研究的重要方面和学术界研究的重要课题。本文旨在前人研究的基础上，通过结合笔者实际的调查对我国地方政府在政策执行过程中产生的阻滞进行分析，指出阻滞产生的诱导因素，找到消除阻滞的途径以期对我国地方政府政策执行找到新的途径。本文主体内容分为五章。第一章绪论，主要介绍本文的研究意义与背景、相关的国内外理论研究综述、政策执行阻滞的相关概念以及本文的研究方法和框架结构；第二章主要介绍我国地方政府政策执行的历史沿革与当前状况，为下文做好铺垫；第三章开始为本文的主要内容。通过案例分析找出阻滞产生的因素并进行分类，细化阻滞产生的原因；第四章主要是在提出对策之前，对国外的相关经验进行介绍；第五章通过对上文分析找到消除地方政府政策执行的阻滞有效途径。
[Abstract]:Public policy is the government function of the state. To achieve the macro-control of the country to promote the long-term development of the country and the implementation of an important means of public management. A public policy from the introduction to the realization of the intended effect has always been in a dynamic process. This process consists of several stages, such as policy formulation, policy implementation and effect feedback, in which policy implementation is in the middle of the whole process and plays a decisive role in connecting the past with the future. It is the central link for the government to achieve the goal of public administration. At the same time, the implementation of public policy has an important impact on the credibility of the government and social welfare. At present, our country is in the new stage of the reform of the government administrative system, but from the administrative system, our country is still a centralized country, and the national public policy must be carried out through the local government. However, due to the relatively limited administrative autonomy of local governments, this causes public policies in the process of implementation of local government policies, due to various factors will lead to a variety of obstacles to the implementation of the process. Through analysis can be seen. The reasons for the delay are not limited to the implementation process, because the central government is unable to get full and real feedback. The target object is unable to understand the essence of the policy, which leads to the blocking factor of the policy in the process of making the policy. The existence of interest game is also the important source of the policy execution block. In recent years, with the development of the international economic and social situation, the problem of blocking the policy implementation process has been widely concerned. How to eliminate these factors has gradually become an important aspect of scholars' research and an important subject of academic research. On the basis of previous studies, this paper analyzes the local government's block in the process of policy implementation and points out the inducing factors of the block by combining with the author's actual investigation. To find a new way for the implementation of local government policy. The main content of this paper is divided into five chapters. The first chapter is an introduction, mainly introduces the significance and background of this paper, and summarizes the relevant theoretical research at home and abroad. The related concepts of policy implementation block and the research methods and framework structure of this paper; The second chapter mainly introduces the history and current situation of the implementation of local government policies in China, which lays the groundwork for the following; The third chapter is the main content of this paper. Through the case analysis to find out the factors causing the block and classify it to refine the reason of the block. Chapter 4th mainly introduces the relevant experiences of foreign countries before putting forward the countermeasures; Chapter 5th through the above analysis to find the effective way to eliminate the local government policy implementation block.
