【摘要】:目前我国的政府绩效考核理念比较单一,注重经济增速,以GDP考核为主,而处于我国行政组织和行政权力末端的乡镇政府,在社会格局发生深刻变化,社会利益日益分化,贫富差距逐步拉大,社会矛盾不断累积的当今社会,直面基层和民众,工作对象庞大而复杂,工作内容点多而面广,这些特殊性给乡镇政府的公共管理活动带来了巨大压力和挑战,如何通过绩效考核手段带动乡镇政府管理工作,提高乡镇政府行政效率,充分调动基层干部工作积极性,让他们能全心全意为广大民众谋福祉,解难题,从而更好地提升政府公共服务水平,维护基层社会稳定,无疑是事关全局的重要问题。本文从湖南省浏阳市近几年对全市37个乡镇(街道)实行分类绩效考核这一个案入手,对乡镇政府分类绩效考核问题进行了初步研究。文章首先阐述了研究的背景及其意义,梳理了国内外与政府绩效考核相关的文献,并介绍了本文的研究内容和方法;然后对乡镇政府、政府绩效考核、政府分类绩效考核等核心概念进行了界定,并阐释了支撑本文研究的理论基础与依据,分析了在新时期加强乡镇政府绩效考核的必要性;在此基础上,笔者全面而客观介绍了浏阳市自2010年以来对乡镇政府实行分类绩效考核的总体现状,辩证地分析了该市通过初步实践后,乡镇政府分类绩效考核仍存在的主要问题及其产生的主要原因;最后,结合国内外基层政府绩效考核的实践及其经验启示,提出了完善浏阳市乡镇政府分类绩效考核的对策建议,即科学改进分类绩效考核指标体系,规范完善分类绩效考评方法,组建分类绩效考核的专业队伍,综合运用分类绩效考核结果等。
[Abstract]:At present, China's government performance evaluation idea is relatively simple, focusing on economic growth, in order to assess GDP based in China's administrative organization and administrative power at the end of the township government, the social situation has undergone profound changes in society, the increasing differentiation of the interests, the widening gap between the rich and the poor, social conflicts of the society continue to accumulate, and face the people work object is large and complex, work much more and wide, has brought enormous pressure and challenge the particularity for the township government's public management activities, the township government management how to drive through the performance appraisal means, improve the administrative efficiency of township government, fully mobilize grassroots cadres working enthusiasm, so that they can serve the masses the well-being of the people, solve problems, in order to better enhance the level of public services, safeguard social stability at the grass-roots level, is undoubtedly the important issues concerning the overall situation from the lake. The southern city of Liuyang province of the 37 towns (street) in recent years, the implementation of classification performance appraisal of this case of classification performance evaluation of township government is studied. This paper firstly expounds the background and significance of the research, summarizes the domestic and foreign government performance evaluation and the relevant literature, and introduces the research contents and this method; then the township government, government performance evaluation, the core concept of government performance assessment classification defines and explains the theoretical foundation and the basis of this study, analyzes the necessity of strengthening the township government performance appraisal in the new period; on this basis, the author comprehensively and objectively describes the city of Liuyang since 2010 the implementation of the overall status of classification performance appraisal of the township government, the dialectical analysis of the city through the preliminary practice, main problems and classification of township government performance appraisal still exists The main causes; finally, the domestic and foreign government performance evaluation practice and experience with perfect countermeasures put forward the classification performance of township government in Liuyang City, namely science and improve the classification performance evaluation index system, standardize and perfect the classification methods of performance appraisal, performance appraisal form classification of professional team, the comprehensive use of classification performance appraisal results.
