库珀的行政伦理思想研究

【摘要】：特里·L·库珀是世界公认的公共管理学大师级学者。多年以来,他的各项研究成果表明行政伦理是当代公共行政管理研究不可回避的问题。典型的行政伦理冲突通常表现为权力、利益、角色三种冲突类型。处理好行政伦理冲突是较为复杂的,不仅需要通过内部控制来加以约束,还需要通过外部控制给予强制措施。通常来说,外部控制指的是行政伦理的法律化与制度化、监督机制以及官员的问责机制;内部控制则指的是行政人员自我道德规范的提升,高尚伦理品格的培养,并在行政部门内部形成标准化、规范化的行为准则和正确的组织价值取向。并且,激发引导广大行政人员在道德规范的约束下,尽可能地发挥自己主观能动性和创新性,进而研究出更合理的履职决策方案,这种更加活跃的思维方式是对公众利益的最大负责。本文主要包括五个部分。第一部分是对本文的选题背景、研究意义,国内外文献综述以及研究内容、研究方法进行了深入阐释。第二部分梳理了库珀行政伦理思想的形成背景和理论渊源。第三部分以行政主体为切入点,对库珀行政伦理思想的主要内容从行政人员的伦理思想和行政组织的伦理思想两个方面进行阐释。同时对库珀行政伦理思想注重行政模式的负责任性、强调外部控制和内部控制相结合以及突出行政行为中的伦理自主性,这三大特征进行阐明。第四部分系统地评析了库珀行政伦理思想的理论贡献和历史局限,客观辩证地评析库珀的行政伦理思想。在前文的基础上,第五部分结合目前我国行政伦理领域的实际情况,从提升行政人员的行政伦理素养、完善行政人员行政行为的立法与监督以及营造良好的行政组织伦理环境等方面提出了库珀行政伦理思想的当代公共管理价值。
[Abstract]:Terry L. Cooper is a world-recognized master of public management. His research results show that administrative ethics is an unavoidable problem in the contemporary study of public administration. The typical conflicts of administrative ethics are usually manifested in power and interests. Three types of role conflicts. It is more complex to deal with the conflicts of administrative ethics, not only through internal control to be constrained, but also through external control to give coercive measures. Generally speaking. External control refers to the legalization and institutionalization of administrative ethics, the supervision mechanism and the accountability mechanism of officials. Internal control refers to the promotion of self-ethics of administrative personnel, the cultivation of noble ethical character, and the formation of standardized, standardized standards of conduct and correct organizational value orientation within the administrative departments. And. Stimulate and guide the vast number of administrative staff under the constraints of moral norms, as far as possible to play their subjective initiative and innovation, and then develop a more reasonable decision-making program. This more active mode of thinking is the greatest responsibility for the public interest. This paper mainly consists of five parts. The first part is the background of this paper, research significance, domestic and foreign literature review and research content. The second part combs the formation background and theoretical origin of Cooper's administrative ethics. The third part takes the administrative subject as the breakthrough point. The main content of Cooper's administrative ethics thought is explained from two aspects: the administrative personnel's ethics thought and the administrative organization's ethics thought. Meanwhile, Cooper's administrative ethics thought pays attention to the administrative mode's responsibility and willfulness. Emphasizing the combination of external control and internal control and highlighting the ethical autonomy in administrative behavior, these three characteristics are expounded. 4th part systematically analyzes the theoretical contributions and historical limitations of Cooper's administrative ethics. On the basis of the above, 5th part combines with the actual situation in the field of administrative ethics in our country, and promotes the administrative ethics accomplishment of the administrative staff. In order to perfect the legislation and supervision of administrative action of administrative personnel and to build a good ethical environment of administrative organization, this paper puts forward the value of contemporary public management of Cooper's administrative ethics.
