【摘要】：文化是一个国家综合国力的重要体现，它代表着一个国家民族凝聚力和创造力。文化是公众精神生活的重要组成部分，是社会建设的重要内容，也是国际竞争力中备受关注的“软实力”。因此文化对一个国家来说是至关重要的，对国家建设有着不可替代的作用。城市文化是一个国家文化体系中最为重要的部分，城市文化作为重要的城市物质文化财富的集合体，是城市发展的关键因素。城市文化建设的发展应该得到高度的重视和关注，加快建设城市文化，满足城市居民日益增长的物质文化需求，提升城市居民的文化知识水平，，对城市整体建设有着重要的作用。在建设社会主义先进文化的过程中，首要的任务就是完善城市文化建设监管建设，城市文化建设监管是全社会文化建设的着力点。政府监管是城市文化稳步发展的客观要求；政府监管有利于提供高质量的文化产品；文化产权需要政府进行保障；在建设城市文化的过程中，自由的、公平的竞争环境需要政府部门的监管。论文的逻辑结构如下：第一部分在分析选题背景、选题意义、述评国内外研究现状和相关成果的基础上，提出论文的研究内容、研究方法和创新点。第二部分介绍了城市文化建设以及城市文化建设监管等相关理论：市场失灵理论和新公共管理理论以及这两种理论对完善城市文化建设中政府监管的借鉴和启示。第三部分以湘潭市为例讨论了城市文化建设中政府监管存在的问题及原因分析，对湘潭市的湘潭的城市文化建设及政府监管现状、城市文化建设中政府监管存在的问题以及政府监管在城市文化建设中存在问题的原因做了较详细的论述。第四部分对完善城市文化建设中政府监管提供对策，具体有以下几点：进一步转变政府观念和职能；健全可操作性法律法规；健全监管机构，创新监管手段；提高政府监管队伍素质；完善政府绩效评价体系。
[Abstract]:Culture is an important manifestation of a country's comprehensive national strength, it represents a national cohesion and creativity. Culture is an important part of people's spiritual life, is an important part of social construction, but also the international competitiveness of the concern of the "soft power". Therefore, culture is crucial for a country, a the irreplaceable role in national construction.
City culture is the most important part of a national culture system, city culture as an important city of material and cultural wealth of the collection, is a key factor in the development of a city. The development of city culture construction should be a high degree of attention and concern, accelerate the construction of city culture, city residents to meet the growing material and cultural needs and promote the city residents of the level of cultural knowledge, plays an important role in the overall construction of the city.
In the process of building a socialist advanced culture, the primary task is to improve the supervision of the construction of city culture, city culture construction supervision is the focus of whole society culture construction. The government supervision is the objective requirement of city culture development; government regulation to provide high quality cultural products; cultural property is necessary for the government to guarantee freedom; the process of the construction of city culture, the fair competition environment to the supervision of government departments.
The logical structure of the dissertation are as follows: the first part analyzes the background, significance of the topic, based on the domestic and foreign research present situation and related achievements, put forward the main content, research methods and innovation. The second part introduces the construction of city culture and city culture construction supervision and other related theories: the market failure theory and new public management the theory and the two theories to improve the reference and Inspiration of government supervision in construction of city culture. In the third part, taking Xiangtan city as an example to discuss the problems and the reasons of government supervision in construction of city culture, city culture construction and supervision status of Xiangtan municipal government of Xiangtan, the problems existing in the construction of city culture the government supervision in construction of city culture and government supervision in detail.
