基于协同创新的广东省城乡规划编制审批改革探析

【摘要】：随着城镇化进程的不断推进和现代化城市治理理念的深入,城乡规划改革特别是规划编制审批制度改革已成为当前我国城乡规划管理工作的关键性内容。文章根据近年来国家对于城乡规划编制审批制度改革提出的新要求,在分析我国现行城乡规划编制审批存在问题的基础上,以部门协同、规划协同、近远期协同、决策协同等协同创新为出发点,提出当前城乡规划编制审批制度的改革方向和改革内容,创新城市总体规划、近期建设规划、控制性详细规划及新类型规划的编制审批机制,并提出基于协同治理的城乡规划编制审批制度改革建议,为各地开展城乡规划编制审批改革工作提供经验借鉴,为创造城乡规划制度改革的健康环境做出基础性贡献。
[Abstract]:With the development of urbanization and modernization of city governance concept deeply, especially the reform of urban and rural planning planning approval system reform has become the key content of China's current urban and rural planning management. According to the state in recent years for urban and rural planning approval system reform put forward new requirements, based on the analysis of China's current urban and rural areas the preparation and planning problems, a cooperative sector, collaborative planning, long-term collaboration, collaborative decision-making collaborative innovation as the starting point, the current urban and rural planning approval system reform direction and content of reform, innovation of city planning, construction planning, detailed planning control and new type of planning approval mechanism, and proposes the reform of urban and rural planning approval system based on collaborative governance, providing around the development of urban and rural planning approval reform. Experience is a basic contribution to creating a healthy environment for the reform of urban and rural planning system.
