金州新区人口城镇化中的问题及对策研究

【摘要】：城镇化是经济社会发展到一定阶段的产物,是工业化带来的直接结果,是人类社会全面发展的必然历史趋势。英国工业革命后,发达国家逐渐拉开了人口城镇化进程的序幕；而发展中国家的人口城镇化进程则从20世纪初才刚刚起步；进入21世纪,随着人口的快速增长和城镇建设不断加快,2014年我国的人口城镇化率已超过了50%,达到54.77%。金州新区同国内大多数城市一样,在人口城镇化推进方面取得了一些成绩,但仍无法满足全区经济社会快速发展的需要,人口城镇化发展略显滞后,在推进人口城镇化进程中也遇到了一些矛盾和困难,需要理论指导和相关政策的研究。本文通过运用公共管理方面的理论知识及相关文献、比较、实证等方法,对国内外人口城镇化建设方面进行了初步研究,找出了流动人口社会管理负担加重、基础设施管理和配套能力不足、产业结构布局不合理以及资源环境瓶颈压力不断加大等金州新区人口城镇化进程中存在的问题。明确了问题的产生主要是由于流动人口管理观念和措施不到位、规划设计缺乏科学性和建设资金短缺、经济发展方式尚未根本转变和土地用途不合理及产业人口比例失调等原因引起的。论文尝试提出了金州新区人口城镇化问题的解决方案,从理论依据、国内外经验借鉴、具体方案及可行性分析方面入手,根据我国大力推进人口城镇化的战略重点,谋划金州新区人口城镇化发展的新思路,探索出符合金州新区发展实际的新型人口城镇化模式。最后,论文从建设人口城镇化的基本要求、制定人口城镇化的保障措施、完善人口城镇化的发展布局、推进人口城镇化的持续发展和统筹人口城镇化的均衡发展五个方面,提出了一些具体对策,以期加快金州新区人口城镇化的建设和完善,为金州新区努力推动经济基础雄厚、城镇实力强大、生态环境友好、文明程度较高、居民生活富裕的新型人口城镇化进程提供可参考和值得借鉴的理论依据。本文以金州新区人口城镇化为载体,列举了国内外人口城镇化建设的相关研究、发展趋势,总结、分析了金州新区人口城镇化进程存在的问题和主要原因,提出了对策及建议。但由于研究仅处于表面和初步阶段,对于金州新区人口城镇化的发展趋势还有待进一步深入,还需继续关注金州新区人口城镇化问题,为金州新区经济社会全面发展做出应有的贡献。
[Abstract]:Urbanization is the economic and social development to a certain stage, is a direct result of industrialization, is the inevitable trend of human history and social development. The British Industrial Revolution, developed countries gradually began the process of population urbanization; population urbanization in developing countries from the beginning of twentieth Century has just started in twenty-first Century; with the rapid growth of population and urban construction continues to accelerate, population urbanization rate in China in 2014 has exceeded 50%, reaching 54.77%. District of Jinzhou city with most of the country, has made some achievements in population urbanization push, but still unable to meet the needs of rapid economic and social development of the region, population urbanization development lagged in advance, in the process of population urbanization has encountered some difficulties and contradictions, research needs theoretical guidance and related policy. The problem is caused by the floating population management ideas and measures are not in place, lack of planning and scientific construction funds shortage, economic development is still not fundamentally the reason for the change of land use and unreasonable industrial and population imbalance caused. The paper tries to propose solutions to the New District of Jinzhou population the problem of urbanization, from the theoretical basis, the domestic and foreign experience, the specific scheme and feasibility analysis aspects, according to push energetically in our country The strategic focus in population urbanization, new ideas to plan the population of Jinzhou new urbanization development, explore the new mode of population urbanization, the actual development of the new alloy character. Finally, the basic requirements from the construction of population urbanization, population urbanization developing security measures, improve the layout of the development of population urbanization, five sustainable development and the overall population of the urban population to promote the balanced development of urbanization, and puts forward some specific countermeasures, in order to speed up the construction of the New District of Jinzhou population urbanization and improvement of Jinzhou new efforts to promote strong economic foundation, strong town, ecological environment friendly, high degree of civilization, provides a theoretical basis and worthy of reference from the new urbanization of population living rich. The population of Jinzhou new urbanization as the carrier, lists the construction at home and abroad related to population urbanization The research and development trends, summarized, analyzed and the main reason is the population of Jinzhou new urbanization problems, and puts forward some countermeasures and suggestions.
