社区流动人口服务管理问题与对策研究

【摘要】：随着我国经济快速增长、城市化进程和社会结构转型步伐的加速,我国沿海城市以及经济发达地区流动人口出现了快速增长。这其中一个重要因素就是我国中部和西部地区与沿海城市经济差距较大,导致大量农村富余劳动力、小城镇居民向大城市转移,并且这种现象呈现逐年递增的趋势。流动人口已经成为城市现代化建设的劳动主力军,他们在为城市的繁荣发展带来活力的同时,也给城市的治安、交通、环境卫生等方面带来巨大的压力。目前我国人口大迁徙的社会格局已形成,但流动人口服务管理理念、管理模式的转变却明显滞后。流动人口服务管理重在服务,以服务促管理、寓服务于管理是流动人口管理大势所趋。党的十八大召开以来,我国也积极探索将流动人口管理转变为流动人口服务,寓服务与管理当中以服务促管理,积极鼓励社会多元主体共同参与流动人口服务管理,其中流动党支部参与社区流动人口服务管理,就是利用其在流动人口之中的威信,与流动人口更加容易沟通,更容易将各类社会矛盾、纠纷化解在萌芽状态。这也是社会服务管理创新的有益尝试。本文以广州市S社区在社区流动人口服务管理为例,结合公共管理理论研究,根据社会服务管理转型背景下S社区积极发动流动党支部积极参与所在社区流动人口服务管理工作,以服务促进社区流动人口管理,并总结社区在流动人口服务管理中新的尝试和取得成效,剖析社区流动人口服务管理中存在问题和原因,进一步提出加强社区流动人口服务管理的若干对策和建议。
[Abstract]:With the rapid economic growth in China, the process of urbanization and the pace of social restructuring accelerated. The floating population in coastal cities and economically developed areas has increased rapidly. One of the important factors is that the economic gap between the central and western regions of China and coastal cities is large, resulting in a large number of rural surplus labor. Small town residents transfer to large cities, and this phenomenon is increasing year by year. The floating population has become the main labor force in the city modernization construction, they bring vitality to the prosperity and development of the city at the same time. At present, the social pattern of population migration has been formed in our country, but the concept of service management of floating population has been formed. The change of management mode is obviously lagging behind. The service management of floating population focuses on service, promoting management by service and combining service with management. It is the general trend of management of floating population. Since the 18 Congress of the Communist Party of China (CPC) was held. Our country also actively explore the floating population management into the floating population services, services and management in the promotion of service management, actively encourage the social diverse subjects to participate in the service management of floating population. Among them the mobile party branch participates in the community floating population service management, is uses its prestige in the floating population, and the floating population is easier to communicate, easier to put all kinds of social contradictions. Dispute resolution in the embryonic state. This is also a beneficial attempt of social service management innovation. This paper takes the service management of community floating population in Guangzhou S community as an example, combined with the public management theory research. According to the background of social service management transformation, the S community actively mobilized the mobile party branch to participate in the service management of floating population in the community to promote the management of the floating population in the community. And summarizes the community in the floating population service management new attempts and gains the result, analyzes the community floating population service management the existence question and the reason. Further put forward some countermeasures and suggestions to strengthen the community floating population service management.
