义乌出口商品检验监管模式创新研究

【摘要】：浙江省义乌市拥有中国最大的小商品市场，也是重要的国际贸易窗口。2011年3月，国务院正式批复同意在义乌进行国际贸易综合改革试点，希望通过体制创新，促进外贸发展方式转变，进一步提高对外开放水平。出入境检验检疫机构作为出口商品质量的监管部门，承担着宏观的监管和具体的检验工作。然而义乌地区市场采购出口商品具有种类多样、价格低廉、质量不均的特点，相比较别的地区而言有着极大的不同，迫切需要为其配套相适应的检验监管政策。但是现有的政策是基于原有模式的改良，仍然保留传统模式的局限与不足。十八大以来，党中央和国务院多次提出要加快政府职能转变，厘清政府、市场和社会边界，把该放的事坚决放开，把该管的事管住管好。因此，无论是从政府职能转变要求，社会各界和企业的呼声，还是制度发展自身规律，都充分说明了义乌检验监管模式创新研究已是迫在眉睫。本文结合相关公共管理理论和公共经济学原理，以义乌检验监管模式为实证研究对象，分析了义乌地区市场采购出口商品检验监管现状，例如国际贸易综合改革试点的背景，，当前义乌外贸出口发展现状以及义乌现行检验监管的模式、问题及原因；提出了适应义乌当前外贸特点的检验监管措施和模式创新思路，包括机制创新、管理创新和制度创新，从而指导检验检疫工作实践。
[Abstract]:Yiwu City of Zhejiang Province has the largest small commodity market in China and is also an important window of international trade. In March 2011, the State Council officially approved the implementation of comprehensive international trade reform pilot in Yiwu. It is hoped that through institutional innovation, the mode of development of foreign trade will be changed, and the level of opening to the outside world will be further raised. Undertake macro supervision and specific inspection work. However, the Yiwu market procurement of export commodities has a variety of characteristics, low prices, uneven quality, compared with other regions, there are great differences. There is an urgent need for a suitable regulatory policy. However, the existing policy is based on the improvement of the original model, and still retains the limitations and shortcomings of the traditional model since 18. The CPC Central Committee and the State Council have repeatedly proposed to speed up the transformation of government functions, clarify the boundaries of the government, market, and society, resolutely liberalize the matters that should be released, and manage the matters under control. The voice of the society and enterprises, or the law of system development, fully shows that it is urgent to study the innovation of Yiwu inspection supervision mode. Based on the theory of public management and the principles of public economics, this paper takes Yiwu inspection and supervision model as the empirical research object, and analyzes the current situation of inspection and supervision of export commodities procurement in Yiwu market. For example, the background of the comprehensive reform of international trade, the current situation of export development of Yiwu and the mode, problems and reasons of the current inspection and supervision of Yiwu; This paper puts forward the inspection supervision measures and mode innovation ideas, including mechanism innovation, management innovation and system innovation, so as to guide the practice of inspection and quarantine.
