基于政府与公民社会多元协同的城市社区治理机制研究

【摘要】:20世纪90年代以来,我国城市社会发生了前所未有的变化。随着单位体制解体,城市基层社会管理体制逐渐从单位制向社区制转变,城市社区传统管理体制面临着巨大挑战。改革传统社区管理模式,建立新型社区治理体制是一项十分迫切的任务。本研究在充分梳理大量研究成果和广泛考察城市社区治理实践的基础之上,认为政府与公民社会多元协同的社区治理机制应是当前我国社区治理最为合适的机制。政府与公民社会协同治理具有公民社会理论、社会资本理论、新公共管理理论等广泛的理论基础。完善社区协同治理机制不仅可以整合多方资源,可以推动政府在城市基层社区管理中角色的转变,提高社区治理效率,同时还可以盘活社会组织,充分激发社区自治的活力,促进社区自我管理、自我服务,大大提升社区公共服务水平。现阶段我国社区治理存在着诸多问题。如社区观念认识滞后,对社区建设的本质的认识存在诸多误解。无论在学术界,还是在实际工作中,都存在着将社区治理等同于社区内部事务治理的倾向;社区建设目标错位,基层政府长时间地把社区治理单纯地看成一种社会经济现象,严重忽视社区建设、社区治理的社会人文特质,对社区精神文明建设和人的全面发展没有予以足够的重视;社区治理主体相对单一,政府垄断了社区内物质、组织和权力等多项资源,大包大揽社区各项事务,将市场力量和社会力量压制于社区之外;社区中介机构不够发达,政府与居民之间缺乏适当的沟通渠道,容易产生直接的矛盾。推动政府与公民社会协同治理模式的发展已成为我国社区建设的迫切任务。在我国社区建设实践中形成了行政主导型治理、合作型治理和自治型治理三种典型社区治理模式,分别以上海模式、江汉模式、沈阳模式为代表,具有重要的示范作用。我们需要充分分析和借鉴我国这些社区建设实践中形成的有益经验,并在此基础之上建立健全政府与公民社会制度化沟通渠道和社区建设参与平台,建立落实赋权制度,改革城市基层社会管理体制,健全社区自治支持培育制度,以构建社区协同治理的制度框架。
[Abstract]:Since 1990s, unprecedented changes have taken place in our country's urban society. With the disintegration of the unit system, the urban grass-roots social management system has gradually changed from the unit system to the community system. The traditional management system of urban community is facing great challenges. The establishment of a new community governance system is a very urgent task. This study is based on the full combing of a large number of research results and extensive investigation of urban community governance practice. The author thinks that the multi-coordinated community governance mechanism between government and civil society should be the most appropriate mechanism of community governance in our country at present. The cooperative governance between government and civil society has the theory of civil society and the theory of social capital. Improve community cooperative governance mechanism can not only integrate resources, can promote the role of the government in urban grass-roots community management, and improve the efficiency of community governance. At the same time, it can also activate social organizations, fully stimulate the vitality of community autonomy, promote community self-management, self-service. Greatly improve the level of community public service. At present, there are many problems in community governance in China. For example, the concept of community awareness lags behind, there are many misunderstandings about the nature of community construction. No matter in the academic community. Or in the actual work, there is a tendency to equate community governance with community internal affairs governance; The goal of community construction is misplaced, and the grass-roots government regards community governance as a social and economic phenomenon for a long time, ignoring the social and humanistic characteristics of community construction and community governance. Not enough attention has been paid to the construction of community spiritual civilization and the overall development of human beings; The main body of community governance is relatively single. The government monopolizes the resources of the community, such as material, organization and power. Community intermediary organizations are not well developed, and there is a lack of appropriate communication channels between the government and residents. It is easy to produce direct contradiction. It has become an urgent task of community construction in our country to promote the development of cooperative governance model between government and civil society. In the practice of community construction in our country, administrative governance has been formed. Cooperative governance and autonomous governance of the three typical community governance model, respectively with Shanghai model, Jianghan model, Shenyang model as the representative. It plays an important role in demonstration. We need to fully analyze and learn from the beneficial experience formed in the practice of building these communities in our country. And on this basis to establish and improve the institutionalization of government and civil society communication channels and community construction participation platform, establish the implementation of empowerment system, reform the urban grass-roots social management system, improve community autonomy support and cultivation system. In order to construct the institutional framework of community cooperative governance.
