服务型政府视角下我国农村经济合作组织研究

【摘要】：在我国，农业经济是国民经济的基础，农业问题是经济发展中最需要优先解决的问题，我国政府更应该以一种更加开阔的视野去制定和规划农村经济合作组织的发展战略。农村经济合作组织作为我国农村经济发展中的一种经济组织类型，，在建国之后，尤其是改革开放以后得到了迅速的发展。进入20世纪，新一轮行政体制改革在一些发达国家加速进行，传统的政府管理体制下的“行政原则”在新的行政环境中遭遇到了越来越大的挑战。尤其是公共服务的新模式的兴起，呼吁当今政府以一种新的公共管理方式的行政手段进行改革。党的十八大报告也明确提出，要建立一个让人民满意的服务型政府。这也为农村经济合作组织的发展提供了新的契机。由于我国的农业基础设施仍比较薄弱，农村经济发展仍旧很缓慢，农村经济合作组织的出现，在一定程度上解决了我国农村经济发展中出现的一些问题，我国农村经济合作组织的发展路线也逐渐清晰，逐步走农民专业合作组织，促进当地龙头企业和农业产业化经营同时发展。但是，在快速发展的过程中也有了一些亟需解决的难题和问题。因此，服务型政府要转变执政理念，通过对我国农村经济合作组织的理论指导，结合我国农村经济的实际来实现服务型政府和农村经济合作组织之间的良性互动。关于如何在服务型政府视角下促进我国农村经济合作组织的发展已是当今学者研究的热点之一。本文通过对我国农村经济合作组织发展过程中出现的一些问题、取得的成就以及外国农村经济合作组织发展经验的分析研究，围绕农村经济合作组织发展方向、组织原则、具体的对策等方面来阐述服务型政府在我国农村经济合作组织中所起的指导作用，力争促进我国农村经济合作组织健康、快速发展。
[Abstract]:In our country, the agricultural economy is the foundation of the national economy, and the agricultural problem is the most priority problem to be solved in the economic development. Our government should develop and plan the development strategy of the rural economic cooperation organization, which is a kind of economic organization type in the rural economic development of our country. After the founding of the people's Republic of China, especially after the reform and opening up to get rapid development. In 20th century, a new round of administrative system reform in some developed countries accelerated. The "administrative principle" under the traditional government management system has encountered more and more challenges in the new administrative environment, especially the rise of a new mode of public service. The government is called upon to reform by a new administrative means of public administration. The report of the 18 National Congress of the Communist Party of China (CPC) is also clearly put forward. It also provides a new opportunity for the development of rural economic cooperation organization. As the agricultural infrastructure is still relatively weak, rural economic development is still very slow, the emergence of rural economic cooperation organizations, to a certain extent, to solve some of the problems in the development of rural economy. Our country rural economic cooperation organization development route is also gradually clear, step by step walk the farmer specialized cooperation organization, promotes the local leading enterprise and the agricultural industrialization management to develop simultaneously. However. In the process of rapid development, there are some difficult problems and problems that need to be solved. Therefore, the service-oriented government should change the concept of governance through the theoretical guidance to the rural economic cooperation organization of our country. Combining the reality of our country's rural economy, we can realize the positive interaction between the service-oriented government and the rural economic cooperation organization. On how to promote the development of rural economic cooperation organization in the perspective of service-oriented government is now a scholar in our country. One of the hotspots of research. This paper analyzes some problems, achievements and experiences of the development of rural economic cooperation organizations in China. Around the rural economic cooperation organization development direction, the organization principle, the concrete countermeasure and so on, elaborated the service type government in our country countryside economic cooperation organization to play the guiding role. Strive to promote China's rural economic cooperation organization healthy and rapid development.
