广州南沙万顷沙镇农村养老服务发展问题与对策研究

【摘要】：近几年以来，随着我国人口社会的发展，我国提前进入老龄化社会，我国的老龄化是在经济、社会保障等制度滞后的情况下发展起来的，是“未富先老”。社会养老服务的压力很重，社会养老服务问题更是成为全社会广泛关注的焦点。相对于城市养老问题而言，农村老年人的养老问题更加突出，我国老年人口主要分布在广大的农村地区，农村老年人数量、老龄化程度和贫困程度等均高于城市。目前我们农村养老的投入力量主要由国家、社区、家庭和个人组成，养老途径日益多样化。研究农村养老服务建立对我们城乡居民享受均等的公共服务产品，并确保城镇建设健康稳定发展有重要的指导意义。本文根据有关资料和调查了解的情况，基于广州市南沙区万顷沙镇目前农村养老发展的状况，人口结构、城乡经济存在的差距等主要特点，分析万顷沙镇养老服务发展中存在的缺陷及其形成的原因，缺点主要有：1、农村养老服务总量不足，覆盖面不广；2、农村养老服务的资源配置不足；3、农村养老服务项目单一，服务功能简单，服务使用率不高。其形成的原因主要有：1、农村养老观念落后，对农村养老服务认识不足；2、政府投入不足；3、养老服务的从业人员素质低，知识结构不合理，人员亟待培训，招揽不到高端人才，政策执行缺乏监督；4、社会组织没有发挥作用等。在此基础上，，本文依据公共管理、公共政策等理论，参考国内外养老服务的模式，针对万顷沙镇农民养老问题的现实特点，提出发展对策，建立符合实际需求的养老服务模式，促进万顷沙镇农村养老服务发展。
[Abstract]:In recent years, with the development of China's population and society, our country has entered the aging society ahead of schedule. The aging of our country is developed under the situation of economic, social security and other systems lagging behind. It is "getting old before getting rich". The pressure of social old-age service is very heavy, and the problem of social old-age service has become the focus of the whole society. Compared with the problem of urban old-age, the problem of old-age care in rural areas is more prominent. The elderly population in China is mainly distributed in the vast rural areas. The number, the degree of aging and the degree of poverty of the elderly in rural areas are higher than those in the cities. At present, our rural pension investment mainly consists of the country, the community, the family and the individual, and the ways of providing for the aged are becoming more and more diverse. Study on the rural old-age service to establish the equal public service products for our urban and rural residents. And to ensure the healthy and stable development of urban construction has an important guiding significance. According to the relevant information and investigation, based on the current situation of rural endowment development, population structure, the gap between urban and rural economy and other main characteristics of Wanqingsha Town, Nansha District, Guangzhou City. This paper analyzes the defects in the development of pension services in Wanqingsha Town and the reasons for their formation. The main shortcomings are: 1: 1, the total amount of rural old-age services is insufficient, and the coverage is not wide; 2, the resource allocation of rural old-age service is insufficient; 3, the rural old-age service project is single, the service function is simple, the service utilization rate is not high. (2) insufficient government investment; (3) the quality of the employees in the old-age service is low, the knowledge structure is unreasonable, the personnel is in urgent need of training, the high-end talents can not be recruited, and the implementation of the policy lacks supervision; 4, the social organization does not play the role and so on. On this basis, according to the public management, public policy and other theories, referring to the model of domestic and foreign pension services, in view of the practical characteristics of rural pension problems in Wanqingsha town, this paper puts forward the development countermeasures. To establish a pension service model in line with the actual needs to promote the development of rural pension services in Wanqingsha Town.
