江苏省张家港市发展养老服务的SWOT分析及对策研究

【摘要】：养老服务是专门面向老龄群体提供服务的一个行业,它根据老人的实际需求,提供各种各样的服务项目。发展养老服务,具有深远的社会意义,这样不仅可以满足老年人群各方面的养老需求,实现老龄化社会的健康发展,而且有助于产业结构的调整升级,同时,在一定程度上有效缓解了社会中的就业压力。本论文由五个部分构成：第一部分绪论,对问题提出的原因进行阐述,分析课题研究的现实意义；同时简单描述了目前国内外与课题相关的研究成果,并对论文研究的理论基础、研究方法和技术路线进行介绍。第二部分,从经济发展水平、人口结构、老龄化现状三个方面对江苏省张家港市的概况进行简单阐述,然后,透过张家港的养老模式分析养老服务的发展现状,针对居家养老、社区养老、机构养老三种模式中的典型案例进行详细描述,并对比分析各种模式的适用人群。第三部分,采用SWOT分析方法,对张家港市发展养老服务的优势、劣势、机会、威胁进行深入分析。第四部分,对美国、日本的养老服务发展现状进行研究,美国的“倒按揭”、居家养老服务、养老社区,以及日本的老年住宅、养老护理等养老服务均已发展成熟。同时,分析美国、日本在发展养老服务方面可供我们借鉴的成功经验。第五部分,针对张家港市养老服务的未来发展提出自己的建议和想法。本文的创新点为通过对张家港市的老龄化社会现状及养老模式进行深入研究,分析发展养老服务的优势、劣势、机会、威胁,同时,借鉴美国、日本这些早已步入老龄化社会的发达国家在解决养老问题方面的成功经验,并融合新公共管理理论及公共选择理论的重要思想,提出发展养老服务的具体对策与建议。论文最终得出在公共养老资源有限,社会养老保障体系尚不完善的今天,若想妥善解决养老这一社会问题,需要群策群力,全面发动社会力量,广泛引进民间资本进行投资,所以,我认为将社会化、市场化的运营模式应用到养老服务的发展中,是攻克养老难题的重要途径。
[Abstract]:Pension service is a special service for the elderly. It provides a variety of services according to the actual needs of the elderly. The development of pension services has far-reaching social significance. This can not only meet the needs of the elderly in all aspects of pension, achieve the healthy development of an aging society, but also contribute to the adjustment and upgrading of industrial structure, at the same time. This paper is composed of five parts: the first part is the introduction, the reason of the problem is expounded, and the practical significance of the research is analyzed. At the same time, it briefly describes the current domestic and foreign research results related to the subject, and introduces the theoretical basis, research methods and technical routes of the paper. The second part, from the level of economic development, population structure. Aging status in three aspects of Zhangjiagang City, Jiangsu Province, a brief description of the general situation, and then, through Zhangjiagang pension model analysis of the status quo of the development of pension services, for home pension, community pension. The typical cases of three models of institutional pension are described in detail, and the applicable population of various models are compared and analyzed. The third part, using SWOT analysis method, to Zhangjiagang City to develop the advantages and disadvantages of pension services. The opportunity, the threat carries on the thorough analysis. 4th part, carries on the research to the United States, Japan's endowment service development present situation, the United States "the reverse mortgage", the home endowment service, the pension community, and the Japanese old age housing. Pension care and other pension services have developed and matured. At the same time, the analysis of the United States and Japan in the development of pension services can be used for reference by us in the successful experience. 5th part. In view of the future development of Zhangjiagang City pension services put forward their own suggestions and ideas. The innovation of this paper is through the aging of Zhangjiagang City social situation and old-age model in-depth study. This paper analyzes the advantages, disadvantages, opportunities and threats of the development of pension services, and at the same time, draws lessons from the successful experiences of the developed countries, such as the United States and Japan, which have already stepped into an aging society. Combined with the important ideas of new public management theory and public choice theory, the paper puts forward specific countermeasures and suggestions for the development of pension services. Finally, the paper draws the conclusion that the public endowment resources are limited. The social pension security system is not perfect today, if we want to properly solve this social problem, we need to pool our efforts, mobilize social forces in an all-round way, and extensively introduce private capital to invest, so. I think it is an important way to solve the pension problem by applying the socialized and market-oriented operation mode to the development of the old-age service.
