中国(舟山)海洋科学城建设对策研究

【摘要】:实施创新驱动发展战略是党的十八大作出的重大战略部署。通过建设科学城或高新技术开发区,促进科技与经济紧密融合,以科技创新推动传统产业的转型升级和战略性新兴产业的培育,已成为国内各省市谋求创新驱动发展的重要形式。 2013年7月,舟山市委、市政府作出了建设中国(舟山)海洋科学城的决定,将举全市之力、引全球之智,集聚海洋科技创新资源,打造产学研有机融合的海洋科技创新体系,培育创新型海洋高科技产业集群,为新区转型升级发展提供科技驱动力,为浙江建设“海洋强省”和“创新型省份”提供重要支撑。 本文以中国(舟山)海洋科学城建设为研究对象,通过理论分析和比较分析等研究方法,对海洋科学城、海洋科技创新、产城融合等相关概念进行分析,运用新公共管理、产业集群、多元驱动、区域创新等相关理论,对国内外典型科学城案例进行剖析,为舟山海洋科学建设提供了必要的理论依据和可供借鉴的创新经验。论文对舟山海洋科学城的现状进行了详细的分析,阐述了舟山海洋科学城建设的三大优势和五大制约因素。 最后,论文对舟山海洋科学城建设提出了四方面的对策建议,即:一要创新海洋科学城组织和管理机制。合理确立海洋科学城管理体制,加强对外交流合作平台建设,推进产业组织创新;二要实施产业聚焦政策、建设海洋科技特色园区。围绕海洋与科技两个主题进行产业规划与引导,推动海洋特色产业集群发展;三要构建服务支撑体系、建设智慧品质园区。产城融合、打造多功能的复合城市社区,服务集成、构建产业平台服务体系,政策聚焦、形成推进科学城发展合力;四要创新融资模式、助推科学城快速发展。做大做强融资平台,推动科技金融发
[Abstract]:The implementation of the strategy of innovation-driven development is an important strategic deployment made by the 18 National Congress of the Communist Party of China, which promotes the close integration of science and technology with the economy through the construction of a science city or a high-tech development zone. To promote the transformation and upgrading of traditional industries and the cultivation of strategic emerging industries with scientific and technological innovation has become an important form of innovation driven development in various provinces and cities in China. In July 2013, the Zhoushan Municipal Party Committee and the Municipal Government made the decision to build China (Zhoushan) Marine Science City, which will draw the strength of the whole city, attract the wisdom of the whole world, and gather marine science and technology innovation resources. Create an organic integration of industry, education and research marine science and technology innovation system, cultivate innovative marine high-tech industrial cluster, for the new area transformation and upgrading to provide a scientific and technological driving force. Zhejiang to build a "strong ocean province" and "innovative provinces" to provide important support. In this paper, the construction of China (Zhoushan) marine science city as the research object, through theoretical analysis and comparative analysis and other research methods, the marine science city, marine science and technology innovation, industrial integration and other related concepts are analyzed. Using the new public management, industrial cluster, multi-drive, regional innovation and other related theories, this paper analyzes the typical science city cases at home and abroad. It provides the necessary theoretical basis and innovative experience for the construction of marine science in Zhoushan. This paper makes a detailed analysis of the current situation of the marine science city in Zhoushan. This paper expounds three advantages and five restrictive factors of the construction of Zhoushan Marine Science City. Finally, the paper puts forward four countermeasures to the construction of the marine science city in Zhoushan: first, we should innovate the organization and management mechanism of the marine science city and establish the management system of the marine science city reasonably. Strengthening the construction of foreign exchange and cooperation platform and promoting innovation of industrial organization; Secondly, it is necessary to implement the policy of focusing on industry, to build marine science and technology characteristic park, to plan and guide the industry around the two themes of ocean and science and technology, and to promote the development of marine characteristic industry cluster. Thirdly, it is necessary to construct service support system, build intelligent quality park, produce and city integration, create multi-function complex urban community, service integration, build industry platform service system, policy focus. Forming and pushing forward the development of Science City; Fourth, it is necessary to innovate the financing model and boost the rapid development of the Science City. To make the financing platform bigger and stronger, to promote the development of science and technology finance.
