H市社区管理存在的问题与对策研究

【摘要】：构建社会主义和谐社会需要社区的有效管理,“社会管理”、“社区建设”在各类政治文献、政策文件、新闻报道中不断出现。提高人民的精神和物质生活水平,加强基层社会管理,社区服务和社区管理显现出日益重要的作用。建立完善的社区服务体系,改善人们的居住环境、居住安全,发展安全便捷的交通,建立和谐的人际关系十分必要。本文从国内外有关社区管理概念和理论出发,归纳总结了国内上海卢湾区、沈阳、武汉江汉区等地区社区管理模式的基本构成、主要特征,并且结合国外行政主导型、自治主导型和混合主导型的管理经验,本文认为只有坚持政府的主导地位,同时提高社区自身的自治能力,二者相辅相成,才能更好的进行社区的有效管理。本文以H市本地实际的社区管理为例,分析了该市社区管理的现状以及存在的问题,结合公共管理理论知识和自己的工作经验提出了相应的对策。第一,通过明确政府以及社区的职能定位,不断创新社区管理方式;第二,引入多元化市场机制,培育各类社区社会组织;第三,通过加大社区工作者的教育培训、完善人才引入机制以及考核机制不断提高社区管理队伍的水平。
[Abstract]:The effective management of construction of socialist harmonious society needs of the community, "social management", "community building" in all kinds of political documents, policy documents, constant headlines. Improve people's spiritual and material life level, strengthen the grass-roots social management, community service and community management of the increasingly important role in the establishment and perfection of the community service. System, improve people's living environment, housing security, the development of safe and convenient transportation, it is necessary to establish a harmonious interpersonal relationship. This article embarks from the domestic and foreign related community management concepts and theories, summarizes the domestic and Shanghai Luwan District, Shenyang, the main characteristics of the basic structure, the community management mode in Wuhan area, Jianghan District, and the combination of foreign the executive led, autonomous leading and mixed oriented management experience, this paper argues that only the leading position of the government, and improve the community The autonomous ability, the two complement each other, in order to carry out the effective management of the community. The community management in the local H city as an example, analyzes the status quo of the community management and the existing problems, combined with the theory of public management knowledge and own work experience, puts forward the corresponding countermeasures. First, through the clear the government and the community function positioning, innovative community management mode; second, the introduction of diversified market mechanism, cultivate various types of community social organizations; third, through its education and training community workers, improve the talent introduction mechanism and assessment mechanism to continuously improve the level of community management team.
