安徽农村留守儿童问题研究

【摘要】:伴随我国城镇化进程的加快,大量农村劳动力进城务工,一些农村儿童没有随同父母流动,成为农村留守儿童。本世纪以来,农村留守儿童规模持续扩大,其空前的规模、复杂的局面和广泛的影响引起了政府、社会和学界的密切关注。然而,在应对农村留守儿童问题上,当前的公共政策和管理措施成效并不显著,依照现行思路,很难得到根本的解决。本文以安徽省农村留守儿童为研究对象,运用第六次全国人口普查数据资料、外出农民工监测调查报告和安徽省农村留守儿童状况调查等数据成果,分析全国范围内安徽农村留守儿童在规模总量、接受义务教育情况方面的地区特征,以及安徽农村地区留守儿童比例分布、生活学习状况、监护人情况、心理健康和情感交流等现状,归纳安徽农村留守儿童群体存在和面临的突出问题;分析形成大规模农村留守儿童群体的原因,从人员外出务工、不携带子女随迁两个角度分别探讨导致农村儿童留守的直接原因;从公共资源供给、城乡二元发展两个方面探讨导致农村儿童留守的深层原因。为应对解决农村留守儿童问题,笔者首先从公共管理角度反思现有对策思路的不足,之后提出运用历史时空视角、儿童主体视角和社会问题视角,多方面、多层次、长远地认识农村留守儿童群体、分析和应对各类问题,最后针对安徽留守儿童研究发现的问题,提出缩减农村留守儿童规模、改善农村留守儿童处境两方面的对策建议。
[Abstract]:With the acceleration of urbanization in China, a large number of rural labor force to work in cities, some rural children did not flow with their parents, become rural left-behind children. Since this century, the scale of rural left-behind children has continued to expand, its unprecedented scale, The complicated situation and extensive influence have aroused the close attention of the government, the society and the academic circles. However, in dealing with the problem of rural left-behind children, the current public policies and management measures have not achieved significant results, according to the current thinking. It is very difficult to get a fundamental solution. This paper takes the rural left-behind children in Anhui Province as the research object, uses the data of the 6th national population census, reports the survey report on migrant workers and the situation of the rural left-behind children in Anhui Province, and so on. This paper analyzes the total scale of rural left-behind children in Anhui Province, the regional characteristics of compulsory education, and the distribution of left-behind children in rural areas of Anhui Province, living and learning status, guardian situation, etc. The present situation of mental health and emotional communication, summed up the existing and facing outstanding problems of rural left-behind children in Anhui province, analyzed the causes of forming large-scale rural left-behind children groups, In order to solve the problem of rural left-behind children, the paper probes into the direct causes of rural children staying behind from two angles: the supply of public resources and the dual development of urban and rural areas. The author first reflects on the shortcomings of the existing countermeasures from the perspective of public management, and then proposes to use the historical space-time perspective, the perspective of children's main body and the perspective of social problems, in many aspects, multi-level, long-term understanding of the rural left-behind children group. Finally, aiming at the problems found by Anhui left-behind children, the author puts forward two countermeasures and suggestions on reducing the scale of rural left-behind children and improving the situation of rural left-behind children.
