【摘要】：船舶交通管理系统(Vessel Traffic Service)作为国家海事部门实施水上动态管理的现代化手段,历经三十多年的发展,目前在党的十七大提出努力建设服务型政府和建设服务型海事的要求下,面临着严峻的挑战和考验。利用VTS监管,各海事主管部门不仅可以维护通航秩序,保证人身、设施和船舶财产的安全,还可以加强应急反应能力,提高国家还是主管机关的形象,维护国家海洋权益。在本文中,笔者旨在研究服务型VTS,以便提升VTS的公共服务水平。通过研读国内外相关文献资料,了解VTS发展史和公共管理发展史,分析国内外VTS发展现状及其功能定位。通过比较分析,综合评价我国现行VTS服务水平,找出我国VTS实际观与国际观的差别以及与国外航运发达国家之间的差距,找出制约我国VTS公共服务水平提升的因素。本文最后从新公共服务理论和服务型政府的视角,针对制约我国VTS公共服务水平发展的因素,结合笔者的实际工作,研究提升VTS公共服务水平的建议和对策,对其进行合理的定位,以期改善提升VTS公共服务水平,以契合在服务型海事职能转变下,满足保障船舶交通安全的要求,进而指导VTS的科学发展。
[Abstract]:The Vessel Traffic Service is a modern means to implement the water dynamic management in the national maritime department . After more than 30 years of development , it is facing serious challenges and challenges under the requirements of the party ' s 17 major efforts to build service - oriented government and construction service - oriented maritime affairs . Under the supervision of VTS , the maritime administrative departments can not only maintain the navigation order , guarantee the safety of personal , facilities and ship property , but also strengthen the capability of emergency response , improve the image of the country or the competent authority , and safeguard the national maritime rights and interests . In this paper , the author aims to study the service - type VTS in order to improve the public service level of VTS . This paper studies the history of VTS development and the history of public administration development by studying the relevant literatures at home and abroad , analyzes the present situation and function of VTS development at home and abroad . Through comparative analysis , the paper comprehensively evaluates the current VTS service level in China , finds out the difference between the actual view of VTS and the international outlook and the gap between China and developed countries abroad , and finds out the factors that restrict the promotion of VTS public service level in China . Finally , from the perspective of new public service theory and service - oriented government , in view of the factors that restrict the development of VTS public service level , the paper studies the suggestions and countermeasures to improve the public service level of VTS . In order to improve the public service level of VTS , we can improve the public service level of VTS and meet the requirements of ensuring the traffic safety of the ship under the transition of service - oriented maritime function , and further guide the scientific development of VTS .
