【摘要】：无偿献血事业是一项系统性、参与性很强的基础性工程,需要全社会的参与和支持。如何引导、推进无偿献血公益事业的发展成为政府开展社会主义精神文明建设,构建和谐社会的重要公共管理职能之一。提高公共服务水平,实现政府职能转变,为无偿献血工作提供坚强保障是无偿献血开展的前提和基础。血站作为不以盈利为目的的公益性组织是无偿献血工作开展的业务部门,同时又是无偿献血社会新风尚的宣传窗口。为了更好的维护公益性形象,在开展无偿献血宣传、动员、招募的服务环节中,血站通过多种传播手段开展公共活动与各级政府、各社会系统、社会公众建立相互了解、信任和支持的公共关系推动无偿献血事业的发展。结合昆明市地域特点和典型性,在掌握昆明市无偿献血发展历程、无偿献血工作现状特点的基础上,为研究影响无偿献血的各种因素,本人对昆明地区某一时段的自愿无偿献血发展状况、部分无偿献血者人群成分结构、献血动机等因素进行调查分析。调查显示,昆明市无偿献血工作的发展水平与发达国家和国内发达地区相比差距还很大。结合昆明市无偿献血工作实际情况和街头自愿献血的模式,为推动无偿献血的发展,本人从公共服务、公共产品和公共关系理论角度出发提出五个方面的建议和对策：建立以政府为主导的无偿献血推进模式,推进无偿献血工作平稳顺利发展；加强血站服务品牌建设,塑造公益形象；深入开展宣传和动员,壮大无偿献血者队伍；分析献血动机,开展多角度、多形式的献血招募工作；建立无偿献血志愿者服务队,推进无偿献血的工作开展。
[Abstract]:Free blood donation is a systematic, participatory and fundamental project that needs the participation and support of the whole society. How to guide and promote the development of the free blood donation public welfare has become the government's socialist spiritual civilization construction. One of the important functions of public management in building a harmonious society, to improve the level of public service, to realize the transformation of government functions, Providing a strong guarantee for free blood donation is the prerequisite and foundation for the development of free blood donation. As a public welfare organization not for profit, the blood station is the business department of the free blood donation work. In order to better maintain the public welfare image, in the service link of promoting, mobilizing and recruiting free blood donation, blood stations carry out public activities and governments at all levels through various means of communication. Social systems and the public establish mutual understanding, trust and support of public relations to promote the development of free blood donation. Combined with the regional characteristics and typicality of Kunming City, on the basis of mastering the development course of unpaid blood donation in Kunming City and the characteristics of the present situation of unpaid blood donation work, in order to study the various factors that affect the free blood donation, I investigated and analyzed the development of voluntary blood donation in a certain period of time, the composition structure of some unpaid blood donors, the motivation of blood donation and other factors. Compared with developed countries and developed regions in China, the development level of unpaid blood donation in Kunming is still very large. In order to promote the development of unpaid blood donation, combined with the actual situation of unpaid blood donation in Kunming and the pattern of voluntary blood donation on the street, From the perspective of public service, public goods and public relations theory, I put forward five suggestions and countermeasures: to establish a government-led pro bono blood donation promotion model to promote the smooth development of unpaid blood donation work; Strengthen the blood station service brand construction, mold the public interest image; carry out the propaganda and mobilization in depth, expand the team of the unpaid blood donors; analyze the blood donation motive, carry out the multi-angle, multi-form blood donation recruitment work; establish the volunteer blood donation volunteer service team, To promote the work of blood donation without compensation.
