成都市市级党政部门领导干部分类量化考评的案例研究

【摘要】:充分发挥好干部考评的导向、激励和监督作用,树立良好的工作导向和用人导向,是中央对各地干部选拔任用工作的一贯要求。成都市在认真总结吸收各地成功经验的基础上,结合本地实际,把干部考评作为选准用好干部的重要前提,服务和推动科学发展的有效手段,探索建立和完善了与成都加快推进现代化和国际化进程相适应的干部考评机制。2010年,成都市委组织部制发了《成都市市级部门领导班子和领导干部分类量化考核暂行办法》,该《办法》在综合运用各种日常考核办法的基础上,创造性地提出了“量化考核、分类比较、定性评价”的综合考核评价方式,提升了组织部门对干部考评的准确性、可靠度,,增强了考评工作的统筹性、实效性、针对性,为成都市在新时期选拔任用、奖惩监督干部提供了客观有效的评价工具。 本文在深化干部人事制度改革的大背景下,以探索建立体现科学发展观要求的地方党政部门领导干部综合考评体系为主线,综合运用绩效管理、绩效考核的公共管理理论,结合学习借鉴国内外相关研究成果,通过引入案例分析的方法,从实施背景、工作实践、理论研究等多个层面,对成都市正在实施的分类量化考评办法进行了系统研究、个案分析,分别从实施主体、部门分类、量化评价等三个方面进行全面剖析,并在此基础上得出相应的普遍性结论,为其他地区的干部考核工作提供了一定程度的借鉴和启示。 本文紧紧抓住当干部考评失真的普遍性问题,坚持一切从实际出发,以成都市市级党政部门为例,通过案例分析对地方党政部门领导干部考评的基本框架进行了整体构架,对成都市实施领导干部分类量化考评的具体作法进行了系统的剖析和阐述,务求找准、找实、厘清地方党政部门领导干部考评的特点、机制和内在规律。本文通过对成都分类量化考评办法的案例分析,对党政领导干部考评体系进行了重新定义,特别是对分类量化考评的关键要素实施主体、部门分类、量化评价等进行了深入分析和研究。这些关键要素作为干部考评体系的核心构成部分具有较强的研究意义和参考价值,与以往学者对干部考评体系单一要素的研究相比,本文的研究对其他地方的干部考评体系建设更具有参考和借鉴意义。
[Abstract]:Giving full play to the guidance, encouragement and supervision of cadres' appraisal and evaluation, and establishing good work orientation and personnel orientation, are the consistent requirements of the central authorities for the selection and appointment of cadres in various localities. Chengdu, on the basis of conscientiously summing up and absorbing the successful experiences of various localities, In light of local realities, we should take cadre appraisal as an important prerequisite for the proper selection and use of cadres, and serve and promote the effective means of scientific development. To explore the establishment and improvement of a cadre appraisal mechanism suited to the accelerated modernization and internationalization of Chengdu. In 2010, The Organization Department of the Chengdu Municipal Party Committee has issued the interim measures for the Classification and quantitative Assessment of leading bodies and leading cadres of the Municipal departments of Chengdu, which creatively put forward the "quantitative examination" on the basis of the comprehensive application of various daily examination methods. Classified and compared, the comprehensive assessment and evaluation method of qualitative evaluation has improved the accuracy and reliability of the evaluation of cadres by the organizational departments, enhanced the overall planning, effectiveness, and pertinence of the appraisal work, and provided for the selection and appointment of Chengdu in the new period. Rewards and punishment supervision cadres provide an objective and effective evaluation tool. Under the background of deepening the reform of cadre and personnel system, this paper explores the establishment of a comprehensive evaluation system for leading cadres of local party and government departments, which embodies the requirements of the scientific development view, and comprehensively applies the public management theory of performance management and performance appraisal. Combined with the study of relevant research results at home and abroad, through the introduction of case analysis method, from the implementation background, work practice, theoretical research and other levels, the implementation of the Chengdu is a systematic study of the classification and quantification evaluation method. Case analysis, respectively from the implementation of the main body, department classification, quantitative evaluation of the three aspects of the overall analysis, and on the basis of the corresponding universal conclusions, for other regions to provide a certain degree of reference and inspiration for the work of cadre assessment. This paper firmly grasps the universal problem of the distortion of the appraisal of cadres, insists that all proceed from the reality, takes the Chengdu municipal party and government department as an example, through the case analysis has carried on the overall framework to the local party and government department leading cadre appraisal basic frame. This paper has systematically analyzed and expounded the concrete methods of carrying out the classified and quantitative evaluation of leading cadres in Chengdu, in order to find out the correct, practical and clear characteristics of the appraisal of leading cadres in the local party and government departments. This paper redefines the evaluation system of party and government leading cadres through the case analysis of Chengdu's classified quantitative evaluation method, especially the main body of implementing the key elements of classified quantitative evaluation, and the department classification. These key elements, as the core components of the cadre appraisal system, are of great significance and reference value, compared with the previous researches on the single elements of the cadre appraisal system. The research of this paper has more reference and significance for the construction of cadre appraisal system in other places.
