江苏省赣榆县农村基本公共服务体系建设研究

【摘要】：加强农村基本公共服务体系建设对于从根本上解决“三农”问题,加快全面小康社会建设具有重要意义。近年来,虽然我国农村基本公共服务投入力度在不断加大,但总体还不完善,制约农村基本公共服务体系发展的因素还有很多。在此背景下,本文主要是在查阅大量文献资料和对江苏省赣榆县农村基本公共服务调查数据统计分析的基础上,探讨了农村基本公共服务体系建设的基本情况、存在的问题及原因,并据此提出了一些可行性的应对举措。按照以上思路设计,本文内容主要包含以下几个部分。第一章为引言部分,介绍了论文的研究背景,研究的目的与意义,国内外研究现状,研究方法、整体框架与研究内容等。第二章为全文的理论部分,主要介绍了农村基本公共服务体系相关概念界定与分析、农村基本公共服务相关理论基础,包括公共服务、农村公共服务、农村基本公共服务、农村基本公共服务体系、新公共服务理论、新公共管理理论、公共产品理论等。第三章讲述了江苏省赣榆县农村基本公共服务体系建设现状调查,主要介绍了近年来赣榆县在农村公共设施、社会保障、义务教育、医疗卫生、公共安全等方面的建设情况,并通过问卷的方式对建设现状进行了调查,根据调查数据统计进行了结果分析。第四章紧密结合走访调查,分析了赣榆县农村基本公共服务体系存在的问题及原因,提出了现阶段农村基本公共服务体系建设存在的问题,包括：供给模式单一,公共产品供给不足,农民缺乏有效的需求表达机制,城市和农村区域之间发展不平衡,特殊群体的基本公共服务有待加强等,并总结出了这些问题的原因。第五章提出加强农村基本公共服务体系建设的对策建议：深化基本公共服务建设的有益探索、健全农村公共服务制度基础、完善农村基本公共服务体系建设的运行机制等。第六章总结得出了全文的结论,并对农村基本公共服务体系的发展做了展望。
[Abstract]:To strengthen the construction of rural basic public service system to solve the "three rural" problem fundamentally, it is important to accelerate the construction of a comprehensive well-off society. In recent years, although China's rural basic public service investment continues to increase, but the overall is not perfect, the restrictive factors of rural public service system development based on this background there are many. In this paper, literature review and statistics on rural Ganyu County of Jiangsu Province basic public services survey data on the basis of the analysis, discusses the rural basic public service system construction of the basic situation, problems and causes, and countermeasures were put forward. The feasibility of the design in accordance with the above ideas, the main content of this article contains the following several parts.
The first chapter is the introduction, which introduces the background of the research, the purpose and significance of the research, the current research status at home and abroad, the research methods, the overall framework and the content of the research.
The second chapter is the theoretical part of the thesis, mainly introduces the related concepts and analysis system of basic public services in rural areas, related to the theoretical basis of rural basic public services, including public services, public services in rural areas, rural basic public services, basic public service system in rural areas, the new public service theory, the new public management theory, the theory of public goods.
The third chapter describes the Ganyu County of Jiangsu province rural basic public service system construction present situation investigation, mainly introduced in recent years, Ganyu County in the rural public facilities, social security, compulsory education, health, public security and other aspects of the construction, and the construction situation were investigated through the questionnaire survey data, according to the statistics of the results of the analysis.
The fourth chapter combining investigations, analyze the existing problems and reasons of the basic public service system in rural areas of Ganyu County, put forward the present rural basic public service system construction, including: single supply mode, insufficient supply of public goods, peasants lack of effective demand expression mechanism, between the city and rural area development is not balanced the basic public service, special groups should be strengthened, and summed up the reasons of these problems.
The fifth chapter puts forward countermeasures and suggestions for strengthening the construction of basic public service system in rural areas: Deepening the beneficial exploration of basic public service construction, perfecting the system foundation of rural public service, and improving the operation mechanism of the basic public service system in rural areas.
The sixth chapter summarizes the conclusion of the full text, and looks forward to the development of the rural basic public service system.
