兵团基层公务员素质模型研究

【摘要】:新疆生产建设兵团(以下简称为“兵团”)集党、政、军、企四套领导机构与四项职能为一体,自它成立以来,始终肩负着国家赋予的屯垦戍边的特殊使命与历史重任,是维护新疆社会稳定和长治久安的重要力量。兵团内部管理层级由兵—师(市)—团(镇)三级组成,以往兵团基层公务员主要分布在师(市)层级,在当前兵团全面深化团场改革的背景下,部分团场机关工作人员也被纳入到公务员管理序列里来,由此,兵团基层公务员队伍逐渐扩大。加强基层公务员队伍建设,提高基层公务员素质,一直以来被党和国家高度重视。于兵团基层公务员而言,他们与其他地方基层公务员不同,不仅仅要具备一般公务员所需具备的素质,还需要具备与兵团这一特殊组织环境密切相关的特殊素质,该如何夯实兵团基层基础,发挥好兵团特殊作用,适应现实发展建立一支高素质高水平的兵团基层公务员队伍这一问题迫在眉睫。近年来,素质模型作为一种现代人力资源管理的先进理念被引入到公共管理部门,且被广泛应用到公务员队伍管理和素质建设的实践中,已取得初步成效。本研究在界定兵团基层公务员、公务员素质、素质模型等相关概念的基础上,综合运用素质模型理论、新公共服务理论、中国共产党屯垦戍边理论,为兵团基层公务员素质模型研究打下理论基础;聚焦法规文件及领导讲话归纳出国家对兵团基层公务员素质的要求,并利用实际访谈提炼出兵团基层公务员素质要素特征,从理论上找到兵团基层公务员素质要素来源;选取兵团具有典型代表性的第八师石河子市科级及以下的公务员(含部分改革试点团场公务员)作为研究对象开展兵团基层公务员素质模型的实证探索,并针对不同变量对素质模型各维度的差异性进行了适当比较;将构建的素质模型应用到兵团基层公务员甄选考录、培训开发、考核评价等实践环节中,为进一步提高兵团基层公务员素质,加强兵团基层公务员队伍建设提供一定的建议与参考。本研究认为,最终构建的兵团基层公务员素质模型由知识素质、能力素质、道德品质、兵团特质、政治素质这五个维度以及22个素质指标共同构成,该模型在素质模型理论基础上得到了有益的发展,其中,知识素质和能力素质维度可作为素质模型的外层和表层,政治素质、道德品质、兵团特质等维度可作为素质模型的内层和里层。
[Abstract]:The Xinjiang production and Construction Corps (hereinafter referred to as "the Corps") integrates the four leading organs and four functions of the party, government, military and enterprise. Since its establishment, it has always shouldered the special mission and historical responsibility entrusted by the state to open up and defend the frontier. It is an important force in maintaining social stability and lasting stability in Xinjiang. The internal management level of the Corps is composed of three levels: soldiers, divisions, cities, regiments (towns). In the past, the grass-roots civil servants of the corps were mainly distributed at the division (city) level. At present, under the background of comprehensively deepening the reform of the regiment, some of the personnel of the organs of the regiment are also included in the civil service management sequence. As a result, the grass-roots civil servants of the corps have gradually expanded and strengthened the building of the grass-roots civil servants. The Party and the state have always attached great importance to improving the quality of grass-roots civil servants. As far as the grass-roots civil servants in Bingtuan are concerned, they are different from other grass-roots civil servants in that they should not only possess the qualities required by ordinary civil servants. It is also necessary to have special qualities closely related to the special organizational environment of the Corps. How to consolidate the foundation of the Corps at the grass-roots level and give full play to the special role of the Corps, It is urgent to set up a high quality and high level civil servant team in order to adapt to the development of reality. In recent years, as an advanced concept of modern human resource management, the quality model has been introduced into the public administration department. And has been widely used in the practice of civil service management and quality building, has achieved preliminary results. This study is based on the definition of basic level civil servants, civil servants quality, quality model and other related concepts, comprehensive use of quality model theory, The new public service theory and the theory of the Communist Party of China opening up and defending the frontier lay a theoretical foundation for the study of the basic level civil servants' quality model of the Corps, focusing on the legal documents and leading speeches to sum up the state's requirements for the quality of the grass-roots civil servants of the Corps. And use the actual interview to extract the characteristics of the basic quality elements of civil servants, from the theoretical basis to find out the quality of basic civil servants quality elements; Select the civil servants (including some civil servants of pilot group) who are the typical representative of the 8th Division Shihezi City, as the research object to carry out the demonstration exploration of the basic level civil servant quality model of the Corps. According to different variables, the differences of different dimensions of quality model are properly compared, and the quality model is applied to the selection, training and evaluation of grass-roots civil servants of the Corps. In order to further improve the quality of basic civil servants of the Corps and strengthen the construction of the ranks of grass-roots civil servants of the Corps, this study holds that the final model of the quality of civil servants at the grass-roots level of the Corps consists of knowledge quality, ability quality, and so on. The five dimensions of moral quality, characteristics of Corps, political quality and 22 quality indicators are combined. The model has been developed on the basis of the theory of quality model, among which, The dimension of knowledge quality and ability quality can be used as the outer layer and surface layer of the quality model, and the dimensions of political quality, moral quality and quality of the corps can be used as the inner and inner layers of the quality model.
