临汾市政府食品安全监管研究

【摘要】：食品是人类赖以生存、发展的重要物质基础，食品的安全与否关系着社会的稳定，经济的发展。随着近年食品安全事件的频繁发生，人们对食品安全的关注程度也在不断深化。食品安全事故的频繁发生，表明现有的政府食品安全监管体系已经不能适应日益发展着的食品安全监管需要。因此，，健全和改善我国政府食品安全监管职能，确保食品的安全供应，已成为一项迫在眉睫的任务。食品安全问题是一个十分复杂的问题，食品安全监管则是一个涉及多个行为主体的问题，需要政府各监管部门、相关学科科学家、生产经营者和广大消费者等的协同应对。当下政府食品安全监管并不尽如人意。本文拟以公共管理理论、市场失灵等理论为分析工具，以山西省临汾市政府的食品安全监管为研究对象，对临汾市政府食品安全监管情况进行研究。本文分四个部分,绪论部分阐述选题的研究意义及价值、研究动态、研究思路及方法；第一章，具体探究临汾市政府食品安全监管现状；第二章分析临汾市政府在食品安全监管中存在的主要问题及原因。第三章借鉴了部分国家、地区的政府食品安全监管经验，为提升临汾市政府食品安全监管水平提供参考性建议。
[Abstract]:Food is an important material basis for human survival and development, food safety is closely related to social stability and economic development. With the frequent food safety incidents occurred in recent years, people pay attention to food safety has been deepened. The frequent occurrence of food safety incidents, that the government food safety supervision system has been existing cannot adapt to the increasingly development of the food safety supervision needs. Therefore, to improve and improve China's food safety supervision function, to ensure the safety of food supply, has become an imminent task.
The food safety problem is a very complex issue, the food safety supervision is a multi subject behavior problems, need government regulators, scientists in related disciplines, with collaborative production operators and consumers. The current government regulation of food safety is not satisfactory. This paper intends to public management theory, market failure the theory of food safety supervision in Shanxi Province, the Linfen municipal government as the research object, research on the Linfen municipal government food safety supervision.
This paper is divided into four parts, the introduction part expounds the significance and value of the research topic, research ideas and methods; Chapter one explores Linfen municipal government food safety supervision status; the second chapter analyzes the main problems existing in the Linfen municipal government food safety supervision and the reasons. The third chapter from the parts of the country, region the food safety supervision experience, offer reference for Linfen municipal government proposals to enhance the level of food safety regulation.
