【摘要】：布鲁氏菌病、奶牛结核病等人畜共患病出现反弹,个别地区畜间呈现流行趋势,人间病例居高不下,对人民群众身体健康和畜牧业健康发展构成严重威胁。动物疫病防治工作事关国家食物安全和公共卫生安全,是各级政府社会管理和公共服务的重要职责。世界动物卫生组织(OIE)研究表明,70%的动物疫病可以传染给人类,75%的人类新发传染病来源于动物或动物源性食品,动物疫病如不加强防治,极易引发公共卫生安全事件。由于我们的生产方式、养殖方式比较分散和落后,所以在动物防疫的问题上不能有一点的马虎。本文应用公共卫生和公共管理理论系统地论述了阿城区动物疫病防控体系基本情况。通过对阿城区基层动物疫病防控的管理体制、工作体系、执法体系和支持体系情况,特别是对技术人员的年龄层次、文化程度进行了调查统计与分析,了解基层动物防疫管理体系中普遍存在的问题。积极借鉴国际发达国家和国内部分省市动物疫病防控体系先进做法,从中获得启示和启发,提出了完善阿城区基层动物疫病防控体系的对策。
[Abstract]:Brucellosis, cow tuberculosis and other zoonosis rebounded, and among livestock in individual areas there was a trend of prevalence, and human cases remained high. It poses a serious threat to the physical health of the people and the healthy development of animal husbandry. The prevention and control of animal epidemics is related to the national food safety and public health safety. Research by the World Organization for Animal Health (OIE) shows that 70 percent of animal epidemics can be transmitted to humans and 75 percent of new human infectious diseases come from animals or animal foods. If animal epidemics are not prevented and controlled, they will easily lead to public health and safety incidents. As a result of our production methods, breeding methods are relatively scattered and backward. In this paper, the basic situation of the prevention and control system of animal epidemic disease in Acheng District is systematically discussed by applying the theory of public health and public management. Through the management system of prevention and control of animal epidemic disease at the grass-roots level in Acheng District, The work system, the law enforcement system and the support system, in particular, the investigation, statistics and analysis of the age and education level of the technical personnel, To understand the common problems in the management system of animal epidemic prevention at the grass-roots level, to learn from the advanced practices of animal epidemic prevention and control systems in developed countries and some provinces and cities in China, and to draw inspiration and inspiration from them. The countermeasures of improving the prevention and control system of animal epidemic disease in Acheng district were put forward.
