广东省通用航空管理对策研究

【摘要】：我国于建国初期就有了通用航空,在改革开放后,通用航空有了较大的发展,但由于受到历史和各种因素的制约,通用航空行业在迈入市场经济的中国仍然面临着不少问题。而广东地区经济发达,航空事业蓬勃发展,既是中国现代飞机的诞生地,又是当代中国重要的航空枢纽,是中国通用航空事业发展的缩影。文章选取了广东通用航空管理作为研究对象,采用公共管理、公共经济学和政策分析等多门学科理论来研究广东省通用航空管理发展的问题,并论证寻求解决的对策。利用公共经济学相关理论对广东省通用航空管理服务进行分析,采用新公共管理理论中的顾客导向机制,提出通过树立服务意识、开展文化建设、引入竞争机制、细分市场服务、实施协同决策、提升空域自由度、开展安全审计等多项措施来改善广东省的通用航空管理。笔者拟通过本文的研究,分析梳理广东通用航空管理的脉络,以公共经济学理论为指引对通用航空管理进行分析,提出具有针对性的解决方案,为广东的通用航空发展乃至我国通用航空事业提供一些思路和理论决策依据。文章的主要内容包括：第一部分绪论,对研究背景和研究意义进行了分析,提出了研究的技术路线和研究方法；第二部分介绍了相关概念,包括通用航空、通用航空运营人、通用航空飞行保障部门、通用航空相关主管部门等；并用公共经济学和公共管理学分析通用航空的公共产品和服务的公共属性；第三部分针对广东通用航空发展现状和特点进行分析,从经济需求和安全要求两个方面分析了广东通用航空管理的现状,发现存在问题；第四部分提出利于广东通用航空管理的对策,即从管理向服务转变、引入竞争机制、提升飞行自由度和安全管理四大措施。第五部分总结全文,提出展望。
[Abstract]:China had General Aviation at the beginning of the founding of the people's Republic of China. After the reform and opening up, General Aviation had a great development. However, due to the constraints of history and various factors, The general aviation industry is still facing many problems in China, which has entered the market economy. Guangdong is not only the birthplace of China's modern aircraft, but also an important aviation hub in contemporary China. It is the epitome of the development of general aviation in China. This paper selects general aviation management in Guangdong province as the research object, and studies the development of general aviation management in Guangdong province by using the theories of public administration, public economics and policy analysis. Using the relevant theories of public economics to analyze the general aviation management service in Guangdong Province, and adopting the customer-oriented mechanism in the new public management theory, the author puts forward to develop the cultural construction through establishing the service consciousness. In order to improve the general aviation management in Guangdong province, the author intends to improve the general aviation management by introducing competition mechanism, subdividing market service, implementing cooperative decision making, enhancing the degree of freedom in airspace, carrying out safety audit and so on. This paper analyzes and combs the context of general aviation management in Guangdong Province, analyzes the general aviation management under the guidance of the theory of public economics, and puts forward targeted solutions. It provides some ideas and theoretical basis for the development of general aviation in Guangdong and even for general aviation in China. The main contents of this paper are as follows: the first part is introduction, the research background and significance are analyzed, the technical route and research method of the research are put forward, the second part introduces the related concepts, including general aviation, general aviation operator, general aviation operator, general aviation operator, general aviation operator, general aviation operator, general aviation operator, general aviation operator and general aviation operator. The general aviation flight support department, the general aviation related authority and so on, uses the public economics and the public management science to analyze the general aviation public goods and the service public attribute; The third part analyzes the current situation and characteristics of Guangdong General Aviation, analyzes the current situation of Guangdong General Aviation Management from the aspects of economic demand and safety requirements, and finds out the existing problems. In the 4th part, the countermeasures for Guangdong general aviation management are put forward, that is, the change from management to service, the introduction of competition mechanism, the promotion of flight freedom and safety management. Part 5th summarizes the full text and puts forward the prospect.
