社会治理精细化的框架及其实现

【摘要】：社会治理精细化是一个实践命题,为一种增量治理方式,系针对以往粗放式治理的反思和矫正,它不是要实施颠覆性的改革,而是针对特定问题所展开的精准施策。从公共管理"过程论"的角度,精细化治理的框架可以围绕价值、主体和治理目标三个方面展开:以公民为价值归宿的精细化,目标是构建全民"共享"的社会治理格局;以多元主体能动性为导向的精细化,目标是激活"共建"诸主体的发展潜力;而以目标实现程度为参照的精细化,则是为社会治理提供管控的依据。
[Abstract]:The refinement of social governance is a practical proposition. It is an incremental mode of governance. It is aimed at the reflection and correction of extensive governance in the past. It is not intended to carry out subversive reform. From the point of view of "process theory" of public administration, the framework of fine governance can be developed around three aspects: value, subject and goal of governance. The goal is to construct the social governance pattern of "sharing" of the whole people, and to activate the development potential of the "co-construction" subjects, which is guided by the initiative of the pluralistic subjects, and to refine the degree of realization of the objectives as a reference. It is to provide the basis of control for social governance.
