新型城镇化视角下地方政府治理工具创新研究——以南京江北新区为例

【摘要】：新型城镇化是以以人为本、城乡统筹、城乡一体等为基本特征的城镇化,以行政命令为代表的传统治理工具已经不能满足新型城镇化的发展,地方政府需要对治理工具进行创新,政府、市场与社会等三者之间的关系是分析地方政府治理工具创新的角度之一。从南京江北新区新型城镇化建设来看,地方政府治理工具创新框架包括:一是以整体治理为主要理念、以联动治理模式为代表的政府与政府之间的治理工具创新;二是以合作治理为主要理念、以PPP模式为代表的政府与市场之间的治理工具创新;三是以行动主义为主要理念、以法定机构为代表的政府与社会之间的治理工具创新。
[Abstract]:The new type of urbanization is characterized by people-oriented, urban-rural overall planning, integration of urban and rural areas, etc. The traditional governance tools represented by administrative orders can no longer meet the development of new urbanization.The local government needs to innovate the governance tools, and the relationship among the government, market and society is one of the angles to analyze the innovation of local government governance tools.From the view of the new urbanization construction of Nanjing Jiangbei New District, the innovation framework of local government governance tools includes: one is the innovation of governance tools between the government and the government represented by the integrated governance model and the linkage governance model;The second is the innovation of governance tools between government and market represented by PPP mode, and the innovation of governance tools between government and society represented by legal institutions and activism.
