【摘要】：金融是现代经济的核心,在经济社会发展中处于重要地位。金融与经济发展紧密联系,相互作用。现代社会发展表明,第三产业发展水平是衡量城市现代化水平的重要标志。金融服务业作为第三产业中的重要组成部分其对经济发展的直接贡献已越来越引起国内外政府部门的重视。在我国目前的市场经济条件下,金融活动的每一个环节都有可能受到地方政府行为能力的影响。地方政府具有经济调节、市场监督等职能,它有责任和义务采取多种手段促进地方金融服务业与地方经济的协调发展。这也是本文研究金水区金融服务业发展的起因。而近年来金水区经济增速明显放缓,靠资源消耗和投资拉动的增长方式难以为继,产业调整和优化的压力在不断加大。如何结合金水区的实际情况,加快金水区发展方式转变,大力发展金融服务业,谋求长远可持续发展,已成为亟待解决的重要课题。本文从金融、金融服务业及其与经济发展的相互关系谈起,运用新公共管理理论和政府职能理论,结合金水区金融服务业发展取得的成效和现状,深入剖析其发展中存在的问题,借鉴国内其他中心城区发展金融服务业的经验,为促进金水区金融服务业发展提出相应的对策建议。
[Abstract]:Finance is the core of modern economy and plays an important role in economic and social development.Finance and economic development are closely linked and interacted.The development of modern society shows that the development level of tertiary industry is an important symbol to measure the level of urban modernization.As an important part of the tertiary industry, financial service industry has attracted more and more attention from domestic and foreign government departments for its direct contribution to economic development.Under the condition of market economy, every link of financial activity is likely to be influenced by the capacity of local government.The local government has the functions of economic regulation and market supervision, and it has the responsibility and obligation to take various measures to promote the coordinated development of the local financial service industry and the local economy.This is also the cause of this paper to study the development of financial services in Jinshui District.In recent years, the economic growth rate of Jinshui District has slowed obviously, and the growth mode driven by resource consumption and investment is difficult to sustain, and the pressure of industrial adjustment and optimization is increasing.How to combine the actual situation of Jinshui District, accelerate the transformation of development mode, develop financial service industry vigorously, and seek long-term sustainable development has become an important subject to be solved urgently.This paper begins with the relationship between finance, financial service industry and economic development, applies the theory of new public management and the theory of government function, and combines the achievements and present situation of the development of financial service industry in Jinshui District.This paper deeply analyzes the problems existing in the development of financial service industry, and draws lessons from the experience of developing financial service industry in other central urban areas of China, and puts forward corresponding countermeasures and suggestions for promoting the development of financial service industry in Jinshui District.
