中国公务员对政府购买公共服务的态度研究

【摘要】:为增强我国政府的公共服务提供能力,提高公共服务供应质量,我国已将发展政府购买公共服务设置为公共管理领域改革的重要方向。这一改革方向的设置也是为了适应我国公共服务领域出现的重大格局变化:公民对公共服务的需求水平日益提高,多样化的公共服务需求亟待满足。2013年9月30日,国务院发布了《国务院办公厅关于政府向社会力量购买服务的指导意见》,提出了政府购买公共服务的2020年发展目标。这意味着,政府购买公共服务事业将在未来进入一个高速发展的时期。在这样的大背景下,政府公务员(尤其是承担公共服务具体工作的业务部门公务员)作为公共服务提供的直接责任承担者,其对政府购买公共服务的态度和认知至关重要。公务员对政府购买服务的态度将影响公务员在政府购买服务事务上的决策和执行,进而影响到政府购买服务的最终绩效表现。因此,本文将对中国公务员对政府购买公共服务的态度进行实证研究。通过使用来自二十二个省、自治区、直辖市的七百余份有效问卷所构成的数据,本文尝试观察中国公务员对政府购买公共服务的真实态度,并运用描述统计分析、交叉列联表分析与因子分析的方法,揭示公务员态度的核心特征以及形成这种态度的深层影响因素。研究发现,公务员群体对政府购买公共服务普遍持支持态度。交叉列联表分析发现,性别、行政级别以及公务员所在地的人均GDP与公务员的态度之间存在关联。因子分析发现,“对政府购买服务风险的判断”、“对政府购买服务收益的判断”、“对政府管理能力的判断”是三个影响公务员形成对政府购买公共服务态度的深层次因素。综合分析结果,本研究认为,中国公务员对政府购买公共服务持一种实用主义的支持态度。
[Abstract]:In order to enhance our government's ability to provide public services and improve the quality of public service supply, our country has set the development of government purchase of public services as an important direction of public management reform.This reform direction is also set to adapt to the major changes in the field of public service in our country: the level of citizens' demand for public services is increasing, and the diversified demand for public services urgently needs to be met. September 30, 2013,The State Council issued the guidance of the General Office of the State Council on the purchase of services from social forces, and put forward the 2020 development target of government purchasing public services.This means that government procurement of public services in the future will enter a period of rapid development.In this context, government civil servants (especially those who undertake the specific work of public service), as the direct duty bearers of public service, are very important to the attitude and cognition of the government to purchase public services.The attitude of civil servants towards government service purchase will affect the decision and execution of government service purchase, and then affect the final performance of government service purchase.Therefore, this paper will make an empirical study on the attitude of Chinese civil servants to government purchase of public services.By using data from more than 700 valid questionnaires from 22 provinces, autonomous regions and municipalities directly under the Central Government, this paper attempts to observe the true attitude of Chinese civil servants towards the purchase of public services by the government, and use descriptive statistical analysis.The methods of cross-list analysis and factor analysis reveal the core characteristics of the attitude of civil servants and the deep influence factors of their formation.The study found that civil servants generally support the government to buy public services.Cross-linked table analysis found that there was a correlation between gender, administrative level and GDP per capita in the location of civil servants and attitudes of civil servants.Factor analysis shows that "judging the risk of government purchasing services", "judging the revenue of government purchase services" and "judging the ability of government management" are the three deep-seated factors that affect the attitude of civil servants to the purchase of public services.The results show that Chinese civil servants hold a pragmatic attitude towards government purchase of public services.
