福建省海上搜救社会力量建设水平提升策略研究

【摘要】：海上搜救作为海上人命安全的最后一道防线,是海上交通安全生产工作的重要环节,也是国家应急救援体系的重要组成部分。近年来福建省海上搜救工作全面秉承“以人为本”的思想理念,推行“政府领导、海事主导、各方配合、社会参与”的工作机制,取得了显著成效,为在福建沿海航行作业的船舶提供了救援保障。但随着海西战略的快速推进和港口、海洋经济的不断发展,搜救力量的供给与实际需求之间的矛盾突出,搜救工作面临着前所未有的压力,急需通过体制创新,从根本上解决搜救工作面临的问题。在社会经济的发展和政府体制改革日益深入的背景下,建设海上搜救社会力量成为了今后海上搜救工作的必然趋势。但由于国内海上搜救立法不足,对社会力量参与海上搜救缺乏足够的政策支持和稳定持续的资金保障、缺乏风险保障机制,导致社会力量参与海上搜救的意识不够强、积极性不够高,同时由于缺乏搜救装备和设备、缺少系统性的救助技能培训,造成社会力量救助能力较低,影响了海上搜救社会力量建设水平的提升,制约了福建省海上搜救工作的发展,也影响了政府职能的发挥。本文选择福建省海上搜救社会力量建设为研究主题,运用公共管理理论,立足我国社会管理及海上搜救面临的形势,分析福建省海上搜救工作存在的问题与不足,对建设福建省海上搜救社会力量的现状作出客观的评价。并借鉴国内外海上社会搜救力量建设的成功经验,立足我国国情,从立法层面、制度完善、资金保障、装备建设、教育培训等多个角度提出提升海上搜救社会力量建设水平的具体措施与建议。希望能对福建省海上搜救及相关领域的研究工作有所贡献。
[Abstract]:As the last line of defense for the safety of human life at sea, maritime search and rescue is an important link in the work of maritime traffic safety, and also an important part of the national emergency rescue system.In recent years, the maritime search and rescue work in Fujian Province has carried out the work mechanism of "government leadership, maritime leading, cooperation and social participation" with the idea of "people-oriented", and has achieved remarkable results.It provides rescue support for ships sailing along the coast of Fujian.However, with the rapid development of Hercynian strategy and ports, the continuous development of marine economy, the contradiction between the supply of search and rescue forces and the actual demand, the search and rescue work is facing unprecedented pressure, so it is urgently needed to innovate through the system.Fundamentally solve the problems faced by the search and rescue work.Under the background of the development of social economy and the deepening reform of government system, the construction of search and rescue social forces at sea has become an inevitable trend of maritime search and rescue work in the future.However, due to the lack of domestic maritime search and rescue legislation, the lack of sufficient policy support and stable and sustained financial support for the participation of social forces in maritime search and rescue, and the lack of a risk protection mechanism, the awareness of social forces to participate in maritime search and rescue is not strong enough.Enthusiasm is not high enough. At the same time, because of the lack of rescue equipment and equipment, and the lack of systematic rescue skills training, the ability of social forces to rescue is relatively low, which affects the improvement of the level of construction of social forces for maritime search and rescue.It restricts the development of search and rescue work at sea in Fujian Province, and also affects the function of government.In this paper, the author chooses the construction of the social power of maritime search and rescue in Fujian Province as the research topic, applies the theory of public management, based on the situation of social management and maritime search and rescue in China, analyzes the problems and shortcomings of the maritime search and rescue work in Fujian Province.This paper makes an objective evaluation on the present situation of constructing the social force of search and rescue at sea in Fujian Province.And draw lessons from the successful experience of the construction of the maritime social search and rescue forces at home and abroad, base on the national conditions of our country, from the legislative level, perfect the system, fund guarantee, equipment construction,Some concrete measures and suggestions are put forward to improve the construction level of maritime search and rescue social force from many angles, such as education and training.We hope to contribute to the research work of search and rescue at sea and related fields in Fujian Province.
