吉林省软实力提升对策研究

【摘要】：1990年美国学者约瑟夫·奈在研究国家关系时，首次提出了软实力（soft power）的概念，随着经济全球化、信息全球化的不断演进，软实力逐渐提升到与硬实力同等重要的地位。软实力的研究也从国际关系的视野扩展到区域经济的层面。近年来，吉林省在国家振兴东北老工业基地战略的推动下，经济社会有了大步的发展，但是在发展中也遇到了一些瓶颈问题，还有很多不足。研究“软实力”推动吉林振兴的问题具有很大的实践意义。本文介绍了软实力提出的背景，软实力学说在我国的发展，以及目前我国学者对区域软实力的一些观点。在综合国内外学者在区域软实力概念的基础上，认为区域软实力是基于一个地区的区域文化、公共管理、人口素质、区域创新、区域形象、形象传播等非物质要素表现出的一个地区的凝聚力、说服力、吸引力、影响力、感召力和同化力的总和。区域软实力可以在区域内凝聚民众力量、激发创造热情，在区域间吸引人才、资金、技术，实现区域发展目的。在此基础上建立了评价指标，分析阐明了软硬实力之间的关系。在明确了区域软实力基本理论的基础上，通过区域“软实力”以及用“软实力”推动区域振兴发展的理论研究，本文从软实力的几个重要构成要素方面对吉林省的软实力进行了分析，，提出了吉林省发展软实力的思路：一是深入解放思想，培育创业创新的新吉林精神；二是实施文化品牌战略，推进文化产业发展，不断增强吉林文化的影响力；三是加强科技、教育、人才资源的培育和开发，不断增强吉林发展的内驱力；四是加强公共管理建设，更好地调动整合区域内各项资源；五是加快扩大对外传播，不断增强吉林省的对外知名度和影响力；六是把软实力建设提升到全省发展战略的高度来抓，实现软硬实力的协调发展。通过这些举措，扩大吉林的影响力，提升区域竞争力，增强综合实力，保持吉林经济持续快速发展。本文创新之处在于定义了区域软实力的概念，界定了区域软实力的构成要素，尝试建立了区域软实力的评价指标体系；从软实力的视角对吉林省的现状进行了分析，提出了吉林省软实力发展的思路和对策，对吉林省的快速发展有很大的实践意义。但是对于区域软实力的评价指标体系的建构还不够成熟，有待于进一步研究。
[Abstract]:In 1990, Joseph Nye, an American scholar, put forward the concept of soft power for the first time when he studied the relationship between states. With the development of economic globalization and information globalization, soft power gradually rose to the same important position as hard power.The study of soft power extends from the perspective of international relations to the level of regional economy.In recent years, driven by the national strategy of revitalizing the old industrial base in Northeast China, Jilin Province has made great strides in economic and social development, but it has also encountered some bottleneck problems and many deficiencies in its development.It is of great practical significance to study the problem of "soft power" to promote the revitalization of Jilin.This paper introduces the background of soft power, the development of soft power theory in China, and some views of Chinese scholars on regional soft power.On the basis of synthesizing domestic and foreign scholars' concept of regional soft power, it is considered that regional soft power is based on a region's regional culture, public administration, population quality, regional innovation, and regional image.The sum of the cohesion, persuasion, attractiveness, influence, appeal and assimilation of a region represented by immaterial elements such as image communication.Regional soft power can gather the strength of the people in the region, stimulate the enthusiasm of creation, attract talents, funds and technology among regions, and realize the goal of regional development.On this basis, the evaluation index is established, and the relationship between soft and hard power is analyzed.On the basis of defining the basic theory of regional soft power, the paper studies the theory of regional "soft power" and the promotion of regional rejuvenation and development by "soft power".This paper analyzes the soft power of Jilin Province from several important elements of soft power, and puts forward the ideas of developing soft power in Jilin Province: first, to emancipate the mind deeply and cultivate the new Jilin spirit of pioneering innovation;The second is to carry out the strategy of cultural brand, to promote the development of cultural industry, to strengthen the influence of Jilin culture, to strengthen the cultivation and development of science and technology, education and human resources, and to strengthen the driving force of Jilin's development.The fourth is to strengthen the construction of public management, to better mobilize the resources in the integrated region, to speed up the expansion of external communication, and to continuously enhance the external visibility and influence of Jilin Province;Sixth, the construction of soft power to the province's development strategy to grasp, to achieve the coordinated development of hard and soft power.Through these measures, Jilin's influence will be expanded, regional competitiveness will be enhanced, and its comprehensive strength will be strengthened, so as to maintain the sustained and rapid development of Jilin's economy.The innovation of this paper lies in defining the concept of regional soft power, defining the constituent elements of regional soft power, trying to establish the evaluation index system of regional soft power, analyzing the present situation of Jilin Province from the perspective of soft power.This paper puts forward the ideas and countermeasures for the development of soft power in Jilin Province, which is of great practical significance to the rapid development of Jilin Province.However, the construction of regional soft power evaluation index system is not mature enough and needs further study.
