丽江市市政公用行业市场化改革研究

【摘要】:自上世纪70年代末以来,西方发达国家先后掀起了以“新公共管理”、“新公共服务”为标志的政府改革浪潮。在这场改革浪潮中,以购买公共服务取代传统的直接提供公共服务成为各国政府普遍选择的一种治理工具。20世纪90年代中期以后,我国在进行社会主义市场经济转型的过程中,将转变政府职能作为一项重要的改革措施,将西方发达国家已经比较成熟的公共服务外包开始引入我国,掀起了公共服务市场化改革的浪潮,城市市政公用行业也是我国各级政府在购买公共服务切入较早、范围较广的行业领域。本文通过对国内外市政行业市场化改革、政府购买公共服务相关理论、政策环境、改革方式以及实证的梳理,进而发现政府购买公共服务政策会对城市市政公用行业的市场化改革产生内生动力、并对改革的方向(方式)产生影响;同时立足于政府购买公共服务的视野,运用新公共管理、委托代理及公共选择理论,通过文献分析法和实地调查法对丽江市市政公用事业市场化改革的实证进行分析。研究得出本轮丽江市市政公用行业市场化改革有别于以往的市场化改革,是在政府购买公共服务的政策推动下进行的,目前改革取得了一定的成果;但同时还存在竞争不充分、政府购买公共服务的数量不足、社会组织监管缺位、部分行业改革后仍存在公众满意度低等不足;进而通过借鉴国外市政行业市场化改革相关经验,得出丽江市市政行业市场化改革应当进一步完善改革相关制度建设、增加政府购买数量、构建有效竞争的市场格局、加强社会组织培育、完善社会监督、妥善解决改革中“人”的问题、减少改革内部阻力、重视公共服务的公众满意度等对策建议。为其他地方政府购买公共服务及其他公共服务行业市场化改革提供参考依据。本文由六个部分组成:第一部分为“绪论”,主要介绍研究的缘起、背景、目的,梳理国内外相关研究,陈述本研究的方法和技术;第二部分对相关概念和理论进行介绍。第三部分是对丽江市古城区政府购买公共服务及市政公用行业的市场化现状、存在问题的实证研究。第四部分是国外、国内政府购买公共服务以及市政公用行业市场化的经验分析。第五部分为丽江市政府购买公共服务及市政公用行业的市场化改革探索提出对策建议。第六部分总结研究结论,展望分析进一步研究的前景。
[Abstract]:Since the late 1970s, the western developed countries have set off a wave of government reform marked by "new public management" and "new public service".In this reform wave, the purchase of public services instead of the traditional direct provision of public services has become a common governance tool chosen by the governments of all countries. After the mid-1990s, our country is in the process of socialist market economy transformation.Taking the transformation of government function as an important reform measure, the public service outsourcing, which has been more mature in western developed countries, has been introduced into our country, which has set off a wave of market-oriented reform of public services.The municipal public service industry is also a wide range of industries in our country, where the governments at all levels cut into the early purchase of public services.This paper combs the market-oriented reform of municipal industries at home and abroad, the relevant theories of government purchase of public services, the policy environment, the ways of reform and empirical evidence.Then it is found that the policy of government purchase of public services will have an endogenous motive force on the market-oriented reform of urban public utilities, and will have an impact on the direction (mode) of the reform, and at the same time, it will be based on the vision of the government to purchase public services.By using the theory of new public management, principal-agent and public choice, the paper analyzes the market reform of municipal public utilities in Lijiang by literature analysis and field investigation.The research shows that this round of municipal public service industry marketization reform in Lijiang city is different from the previous market-oriented reform, which is promoted by the government's policy of purchasing public services. At present, some achievements have been made in the reform, but at the same time, there is insufficient competition.The number of public services purchased by the government is insufficient, the supervision of social organizations is lacking, and the public satisfaction is still low after the reform of some industries.It is concluded that the market-oriented reform of municipal industries in Lijiang City should further improve the construction of relevant systems, increase the number of government purchases, construct an effective market pattern of competition, strengthen the cultivation of social organizations, and improve social supervision.To solve the problem of "human" properly, to reduce the internal resistance of the reform, and to attach importance to the public satisfaction of public service and other countermeasures.For other local governments to purchase public services and other public service industry market-oriented reform to provide a reference basis.This paper consists of six parts: the first part is "introduction", mainly introduces the origin, background, purpose of the study, combing the relevant research at home and abroad, stating the methods and techniques of this study; the second part introduces the related concepts and theories.The third part is an empirical study on the market situation of the government purchasing public services and municipal public utilities in Gucheng District of Lijiang City.The fourth part is the experience analysis of foreign, domestic government purchasing public service and municipal public service marketization.The fifth part puts forward countermeasures and suggestions for the market reform of government purchase of public services and municipal public utilities in Lijiang City.The sixth part summarizes the research conclusions and looks forward to the prospect of further research.
