社会保险关系跨统筹转移接续研究

【摘要】:目前,我国的社会保险制度实行各省市的省级统筹,参保职工在不同省市的参保记录相互独立,并不统一记载。参保职工在跨省市流动时,很容易忽视个人的社会保险权益,其中部分人因为手续繁琐等原因选择了“退保”甚至“弃保”,造成了个人社保缴费记录的中断和丢失。因此,解决现行社会保险转移接续难,成功率低的问题已经成为了建立健全社会保险体制和机制的必要课题,是完善我国社会保障制度的必需措施,是我国建设公平、稳定、和谐的社会主义社会的必经阶段。 本文通过调查各地区社会保险转移接续的现状,对现行的政策规定进行解析;对实际工作中的数据进行调研,运用相关的数据统计分析方法,分析转移工作中的问题和难点,找出其形成的原因,并制定相应的解决方案。文中的研究运用了相关的公共管理理论和社会保障学理论,比如政府行为失灵、社会保险制度的公平效率的均衡、公共权力的分配等,汇总实际调查中的数据,对其进行统计分析,明确相关职能部门的权力与职责,设计了社会保险关系转移管理体系,针对每个难点提出合理可行的改进建议。 笔者希望通过本文的研究和分析能给社会保险部门的政策制定者和经办工作者带来实际的帮助,,解决现有的问题,为社会保险体系的建立健全提供理论参考和解决方案。
[Abstract]:At present, the social insurance system of our country implements the provincial coordination of provinces and cities, and the records of participating workers in different provinces and cities are independent and not uniform.It is easy to ignore the social insurance rights and interests of the individuals when they are moving across provinces and cities, and some of them have chosen to "withdraw the insurance" or even "abandon the insurance" because of the complicated formalities, resulting in the interruption and loss of the individual social security payment records.Therefore, to solve the problem of difficult transfer and low success rate of current social insurance has become a necessary subject for establishing and perfecting the social insurance system and mechanism, is the necessary measure to perfect the social security system of our country, and is the fair and stable construction of our country.The necessary stage of a harmonious socialist society.By investigating the current situation of social insurance transfer in various regions, this paper analyzes the current policy and regulations, investigates the data in the actual work, and analyzes the problems and difficulties in the transfer work by using the relevant statistical analysis method.Find out the reasons for its formation, and formulate corresponding solutions.The research in this paper uses the relevant theories of public administration and social security, such as the failure of government behavior, the balance of fair and efficiency of social insurance system, the distribution of public power, etc.Through statistical analysis, the author clarifies the power and responsibility of the relevant functional departments, designs the management system of the transfer of social insurance relations, and puts forward reasonable and feasible suggestions for improvement of each difficulty.The author hopes that the research and analysis of this paper can bring practical help to the policy makers and agency workers in the social insurance sector, solve the existing problems, and provide theoretical reference and solutions for the establishment and improvement of the social insurance system.
