街道办事处购买公共服务问题研究

【摘要】：创新公共服务的提供方式,为社会公众提供更好的公共服务,是深化社会领域改革和惠及人民群众的重大措施,是加快服务业发展的重要抓手,是有效推动政府职能转变、加快服务型政府建设的关键之举。近年来,发源于西方福利国家,以契约关系为本质的政府购买公共服务作为一种创新的公共服务提供方式开始进入我国,并得到大力推广。目前,政府购买公共服务在全国呈现蓬勃发展的势头,各地地方政府都进行了形式多样的探索和实践,积累了不少好的经验和做法,正在向纵深推进。街道办事处是与社会公众关系最为密切的一级政府派出机构,直接与群众面对面,是公共服务的主要供应者。同时,街道办事处也面临着各项事务繁杂,但人力、物力相对匮乏的窘境。因此,进一步研究街道办事处购买公共服务的范围、路径等方面的内容,对于如何更好地满足社会公众日趋个性化、多元化的公共服务要求有着现实的意义。论文主要以扬州市邗江区街道办事处为例,运用市场与政府失灵理论、新公共管理理论、公共服务民营化理论等工具,在立足购买公共服务现状的基础上,找出存在的问题,结合部分国内外先进经验,对街道办事处如何更好地开展购买公共服务提出了一些对策建议,主要有：进一步探索街道社会管理职能、建立完善的街道办事处购买公共服务的标准化流程、培育社会组织发展、提高街道办事处购买公共服务的竞争性、根据公众需求拓展购买服务领域、建立街道办事处与社区的良性互动关系、建立健全购买公共服务的绩效评估机制等。期望能够促使街道办事处进一步加快职能转型,提供更加优质的公共服务,进而让改革的红利惠及更多群众。
[Abstract]:Innovating the way of providing public services and providing better public services to the public is an important measure to deepen the reform in social fields and to benefit the masses of the people, is an important grasp to accelerate the development of the service industry, and is an effective way to promote the transformation of government functions.The key to speeding up the construction of a service-oriented government.In recent years, the government purchase of public service, which originated in the western welfare state, which is essentially contractual relationship, as an innovative way of providing public service, has been introduced into our country, and has been popularized greatly.At present, government purchase of public services in the country presents a momentum of vigorous development, local governments have carried out various forms of exploration and practice, accumulated a lot of good experience and practice, is moving in depth.Sub-district office is the most closely related government agency, directly face to face with the public, is the main provider of public services.At the same time, the street office is also faced with complex affairs, but relatively scarce manpower and material resources.Therefore, it is of practical significance to further study the scope and path of purchasing public services by street offices for how to better meet the increasingly personalized and diversified public service requirements of the public.Taking the street office of Hanjiang District of Yangzhou City as an example, the paper uses the theory of market and government failure, the theory of new public management, the theory of privatization of public services, and finds out the existing problems on the basis of the current situation of purchasing public services.Combined with some advanced experiences at home and abroad, this paper puts forward some countermeasures and suggestions on how to better carry out the purchase of public services by the street offices. The main suggestions are: further exploring the social management functions of the streets,Establish a perfect standardized process for purchasing public services by street offices, foster the development of social organizations, improve the competitiveness of street offices in purchasing public services, and expand the areas of purchasing services according to public demand.Establish a positive interaction between the neighborhood office and the community, establish and improve the performance evaluation mechanism of purchasing public services.The hope is that the subdistrict offices will be able to speed up the transformation of their functions, provide better public services and, in turn, let the dividends of reform benefit more people.
