地方政府公共服务能力的优化路径浅析——基于新公共管理的视野

【摘要】：当前,面对社会公众日益增长的公共服务需求,地方政府在公共服务的供给上陷入了供给不充分、低效率、不均衡和不协同的困境,如何采取有效措施提升地方政府的公共服务能力成为当务之急。新公共管理理论为地方政府公共服务能力的建设和提升带来了契机。在当前促进国家治理体系和治理能力现代化的过程中,应当以地方政府公共服务供给过程中出现的具体问题和困境为对象,采取增加供给总量、完善运行机制、培育多元化供给网络、促进社会公众有效参与等措施提升地方政府的公共服务能力,加快服务型政府的建设步伐,从而不仅为满足社会公众的公共服务需求提供合理的策略支持,也为健全基本公共服务体系和完善服务型政府的建设提供参考。
[Abstract]:At present, in the face of the growing public demand for public services, local governments are caught in the dilemma of inadequate, inefficient, unbalanced and uncoordinated supply of public services.How to take effective measures to improve the public service capacity of local governments has become a top priority.The new public management theory has brought the opportunity for the construction and promotion of the local government's public service capacity.In the current process of promoting the modernization of the national governance system and governance capacity, we should take the concrete problems and dilemmas in the process of the local government's public service supply as the object, take the increase of the total supply amount, and improve the operation mechanism.Cultivate diversified supply network, promote effective participation of the public and other measures to enhance the public service capacity of local governments, accelerate the pace of construction of service-oriented government,Therefore, it not only provides reasonable strategic support to meet the public's public service needs, but also provides a reference for the improvement of the basic public service system and the construction of service-oriented government.
