城乡一体化背景下的服务型村级党组织建设——基于有效服务供给的视角

【摘要】：对村级党组织来说,建设基层服务型党组织的关键不在于自身提供服务"量"的多少,而在于提供服务"质"的高低,也即服务本身的有效性如何。当前,要立足于基层党组织的整体功能以及城乡一体化发展的大背景,准确理解和把握村级党组织"有效服务"的内涵,分析村级党组织有效服务供给能力不足的种种表现及其所带来的主要影响和后果。为了更好地推进服务型村级党组织建设,要从实现服务逻辑转型、更新服务理念、调整和完善服务内容、建立资源对接机制等方面进一步提升村级党组织有效服务的供给能力。
[Abstract]:To the village level party organization, the key of constructing the grass-roots service type party organization lies not in the quantity of the service provided by itself, but in the level of the quality of the service, that is, the effectiveness of the service itself.At present, it is necessary to understand and grasp accurately the connotation of "effective service" of the party organizations at the village level, based on the overall function of the party organizations at the grass-roots level and the background of the development of integration of urban and rural areas.This paper analyzes the various manifestations of the insufficiency of the effective service supply capacity of the village party organizations and its main effects and consequences.In order to better promote the construction of service-oriented village party organizations, it is necessary to further enhance the supply capacity of village party organizations from the aspects of realizing the logical transformation of service, renewing service concepts, adjusting and perfecting service contents, establishing the mechanism of resource docking, and so on.
