地税征管档案电子化系统的设计与实现

【摘要】:随着信息科技的快速发展,对税务工作的要求越来越严格,以信息化、网络化的科技手段实现税务工作的全面信息化是必然趋势。依据国家税务征收管理的需要,应用现代信息技术,依托现代管理理念,逐步改进落后的管理方式,将传统的征收管理模式加以数字化、信息化、网络化,充分利用公共管理资源,提高征收管理效率,加强税源管理,促进税收收入稳步增长,是税务机关信息化建设的工作重点。税收征管档案是征收管理过程中形成的以纸张为载体,以文件、报表、票据、法律文书等为形式的各种文字、图表书面材料,具有法律效力。税收征管档案记录了征收、纳税过程中的各个环节,反映了税收征管工作的进程,标记了地税事业发展的轨迹,是一种宝贵的税收信息资源。在税务日常工作中,每个征期都形成大量的档案原件,需要进行手工归集、分类整理、装订、建档查阅、统计和检索档案等十分烦琐的工作,档案的管理和存放需要大量的人力、物力和空间。广大税务人员被这种繁琐的事务性工作缠住,耗费了大量精力,没有更多的时间投入到税收征管检查中去。针对上述征管档案纸质材料存储压力大、共享度差、查询困难、利用率低等问题,本文设计实现了一个符合地税系统实际业务需求的征管档案电子化管理系统,旨在规范征管档案的信息化管理,减轻税务管理人员负担,提高纳税服务工作效率。本文以西安市地方税务局征管档案电子化系统实际业务需求出发,通过分析日常工作中征管档案产生、流转、归档、存储、销毁等各个业务流程环节中存在的问题形成完整的需求分析。依据分析结果,本文采用了相对较新和比较稳定成熟的MVC设计模式,利用Struts+Spring+Hibernate组合框架,完成系统架构设计。通过对现实业务中征管档案管理存在的问题,制定针对性解决办法,运用需求建模手段,对系统模块进行了划分,设计并实现功能模块包括:办税大厅档案电子化,征管日常类档案电子化、税票档案电子化、“一户式”档案查询、综合档案查询、档案统计、系统管理等。另外,本文完成了系统数据建模给出了系统数据库逻辑模型,并列出了部分关键表数据字典;依据西安市地方税务局及各级分局、税务所网络实际情况完成了系统网络结构设计。本文引入条码技术、OCR识别技术解决纸质档案数量巨大,难以分类识别、不便采集检索的问题;对现有实物征管档案“一户式”存储方式提出改进方案,完善实物征管档案报送、归档制度,解决实际管理中存在的漏洞,最终完成了一个符合当前地税系统实际业务需求及业务流程的征管档案电子化系统。本文给出了系统功能测试及性能测试的测试方法、测试用例、测试过程,并对测试结果进行了详细分析、总结。最后,本文对系统设计开发中遇到的问题进行了总结,并指出了系统中的不足和改进方向。
[Abstract]:With the rapid development of information technology, the requirements of tax work are becoming more and more strict. It is an inevitable trend to realize the overall informatization of tax work by means of information technology and networking. According to the need of national tax collection and management, applying modern information technology, relying on modern management concept, gradually improving the backward management mode, the traditional collection management mode is digitized, informationized and networked. To make full use of the resources of public administration, to improve the efficiency of collection and management, to strengthen the management of tax sources and to promote the steady growth of tax revenue are the key points of the informatization construction of tax authorities. The file of tax collection and management is a kind of written and graphic materials in the form of documents, statements, bills, legal documents and so on, which is formed in the process of collection and management, and has legal effect. The archives of tax collection and management record each link in the process of collecting and paying taxes, which reflects the process of tax collection and management, marks the track of the development of local tax, and is a valuable tax information resource. In the daily work of taxation, a large number of original files are formed in each period of levy, which requires manual collection, sorting, binding, filing and consulting, statistics and retrieval of files, etc. The management and storage of archives require a great deal of manpower, material resources and space. The vast number of tax officials are beset by such tedious routine work and have spent a lot of energy and no more time on tax collection and management inspection. In view of the problems such as large storage pressure, poor sharing degree, difficult query and low utilization rate, the paper designs and implements an electronic management system of collection and management archives, which meets the actual business needs of local tax system. The aim of this paper is to standardize the information management of the collection and management files, lighten the burden of tax administrators and improve the efficiency of tax service. Based on the actual business needs of the electronic archives collection and management system of Xi'an Local Taxation Bureau, this paper analyzes the generation, circulation, archiving and storage of the collection and management files in daily work. The existing problems in various business processes, such as destruction, form a complete requirement analysis. Based on the analysis results, this paper adopts the relatively new and relatively stable MVC design pattern, and uses the Struts Spring Hibernate combination framework to complete the system architecture design. Through the problems existing in the management of the collection and management archives in the real business, the paper formulates the targeted solution, uses the demand modeling method, divides the system module, designs and realizes the function module, including: the electronic file of the tax hall, Daily collection and management of files electronic, tax-ticket files electronic, "one-door" file inquiry, comprehensive file inquiry, file statistics, system management, and so on. In addition, this paper completes the system data modeling and gives the logical model of the system database, and lists some key table data dictionaries, according to the Xi'an Local Taxation Bureau and the sub-bureaus at all levels, The system network structure design is completed in the actual situation of the tax office network. This paper introduces bar code technology to solve the problem that the number of paper files is huge, it is difficult to classify and identify, and it is difficult to collect and retrieve the paper files. The archiving system solves the loophole in the actual management and finally completes an electronic file collection and management system which conforms to the actual business demand and business process of the current local tax system. In this paper, the test methods, test cases, test process of the system function test and performance test are given, and the test results are analyzed and summarized in detail. Finally, this paper summarizes the problems encountered in the system design and development, and points out the shortcomings and improvement direction of the system.
