地方政府协同治理对农村公共产品供给质量影响的调查研究

【摘要】：在党的十七大报告中,胡锦涛同志指出“统筹城乡发展,推进社会主义新农村建设,解决好三农问题,事关全面建设小康社会的大局,必须始终作为党的工作中心”[1]。而解决好农村公共产品的供给问题,有利于推进城乡一体化进程,提高农村居民的生活水平,缩小贫富差距。供给制度的缺陷是我国农村公共产品供给存在的主要问题,主要表现在供给与需求不平衡,供给过剩和供给不足的现象并存。制度的缺陷使得农村公共产品供给质量远远不如城市公共产品的供给质量,尤其是在西部一些偏远的地区。农村经济和社会的全面发展离不开公共产品有效供给所给予的强劲动力,所以,要发展农村经济,地方政府需要在供给上下功夫,不断提高供给质量。而农村公共产品的供给质量与地方政府,尤其是地方政府治理模式息息相关。目前地方政府为了将各种社会资源整合到公共管理领域,努力实现向服务型政府转变的目标,地方政府在管理模式上选择了协同治理。虽然这种治理模式还存在一些缺陷,但较之以前地方政府单中心治理具有明显的优势。那么,在协同治理模式下,研究农村公共产品的供给质量有一定意义。本文主要围绕协同治理模式与农村公共产品供给质量展开研究,在前人研究成果的基础上,运用实证分析,探究了协同治理模式中哪些因素会对农村公共产品供给质量产生影响,建构了地方政府协同治理模式对供给质量影响的因素模型,分析了各影响因素对供给质量影响的差异性水平,并提出了提高农村公共产品供给质量的政策建议。本文研究思路是探讨地方政府协同治理模式的影响因素对农村公共产品供给质量的影响的差异性,由此,提出了以下三个假设:参与主体多元化对农村公共产品的供给质量有显著的影响;参与主体间相互依存度不同对农村公共产品的供给质量有显著的影响;参与主体间的互动性不同对农村公共产品的供给质量的影响存在显著差异。本文采用文献法和问卷调查法,通过问卷调查收集数据,并运用SPSS17.0研究各影响因素对农村公共产品供给质量的影响。结果表明:参与主体多元化、参与主体间的依存度、参与主体间的互动性对农村公共产品的供给质量有部分相关或显著影响。
[Abstract]:In the report of the Seventeenth National Congress of the party, comrade Hu Jintao pointed out that "coordinating urban and rural development, promoting the construction of a new socialist countryside, solving the problem of three rural areas well, the overall situation of building a well-off society in an all-round way, must always be the work center of the party" to solve the problem of the supply of rural public goods and promote the process of urban and rural integration, and improve the process of urban and rural integration. The living standards of rural residents reduce the gap between the rich and the poor. The defects of the supply system are the main problems of the supply of public goods in rural areas, mainly in the imbalance of supply and demand, the coexistence of oversupply and insufficient supply. The defects of the system make the supply of rural public products far less than the supply quality of urban public products. The overall development of the rural economy and society is inseparable from the strong impetus given by the effective supply of public products. Therefore, in order to develop the rural economy, the local government needs to work hard to improve the supply quality, and the quality of the supply of rural public products and local government, especially the local government. The government governance model is closely related. At present, in order to integrate all kinds of social resources into the field of public management, the local government tries to achieve the goal of changing to the service type government. The local government has chosen the cooperative governance in the management mode. Although there are some defects in this model, it is compared with the single center of the former local government to govern Ju Youming. The study of the supply quality of rural public products is focused on the cooperative governance model and the quality of the supply of rural public products. On the basis of the previous research results, this paper explores which factors in the cooperative governance model will be to the rural communism. The quality of supply is influenced by the quality of the product, the model of the influence of local government synergistic governance on the supply quality is constructed, the difference of the influence factors on the supply quality is analyzed, and the policy suggestions are put forward to improve the supply quality of the rural public products. This paper studies the influence of the way of thinking on the cooperative governance model of local government. The factors affecting the quality of the supply of rural public goods are different. Therefore, the following three hypotheses are put forward: the diversity of participants has a significant impact on the supply quality of rural public goods; the interdependence between participants has a significant impact on the supply quality of rural public goods; the interaction between participants is different. There are significant differences in the impact of the quality of the supply of rural public goods. This paper adopts the method of literature and questionnaire survey to collect data through a questionnaire survey, and uses SPSS17.0 to study the influence of various factors on the supply quality of rural public goods. Mobility has partial or significant influence on the supply quality of rural public goods.
