促进科协组织参与社会管理的对策研究

【摘要】：在社会管理创新发展，逐步走向“社会治理”的大背景下，改变政府单一管理的社会管理体制，建立由政府、社会组织、以及公民有序参与的多元主体共同管理的新的社会管理格局，成为社会发展的必然趋势。受政府部门脱钩和市场经济的冲击，，使本来还处于初步发展阶段的社会组织很难发挥应有的公共管理和公共服务的作用。科协组织是一个被赋有党联系科技工作者之间的桥梁和纽带作用的社会组织，要完成自己的职责，要生存和进一步发展壮大，迫切需要理清发展思路，确定未来发展方向。本文系统阐述了科协组织的范围与类型、内涵与特点，明确所研究的社会管理的范围，对科协与学会（学术性群众团体）、科技团体的差异进行区别；论述了科协组织参与社会管理的必要性和重要意义、科协组织在社会管理中的职能和任务、科协组织参与社会管理的优势和问题；同时对科协组织参与社会管理中，政府有关职能向科协组织转移进行可行性分析，从政府有关职能向科协组织转移的现有格局入手，阐述政府有关职能向科协组织转移的有关原则、主要内容；以杭州市科协为案例进行实证分析，以国外科技团体为视野得出启示，提出了促进科协组织参与社会管理的思路与对策。
[Abstract]:Under the background of innovation and development of social management and gradually moving towards "social governance", the social management system of single government management should be changed, and the government and social organizations should be established. And the new social management pattern in which citizens participate in order and multiple subjects jointly manage becomes the inevitable trend of social development. With the impact of the decoupling of government departments and the market economy, it is very difficult for social organizations, which were still in the initial stage of development, to play their due role in public administration and public service. The organization of science and technology association is a social organization which has the function of bridge and tie between the Party and the scientific and technological workers. In order to complete its own duties, to survive and further develop, it is urgent to clarify the thinking of development and determine the direction of future development. This paper systematically expounds the scope and types, connotation and characteristics of the organization of the Association of Science and Technology, clarifies the scope of the social management studied, and distinguishes the difference between the Association of Science and Technology and the academic mass organization and scientific and technological organization. This paper discusses the necessity and significance of the organization's participation in social management, its functions and tasks in the social management, the advantages and problems of the organization's participation in the social management, and the participation of the association's organization in the social management. This paper analyzes the feasibility of the transfer of the relevant functions of the government to the organization of the Association of Science and Technology, starting with the existing pattern of the transfer of the relevant functions of the government to the organization of the Association of Science and Technology. Taking Hangzhou Association of Science and Technology as an example, this paper makes an empirical analysis and draws inspiration from foreign scientific and technological organizations, and puts forward some ideas and countermeasures to promote the organization of science and technology association to participate in social management.
