甘肃省食品药品监管体制优化研究

【摘要】：食品药品安全是民生的关键,是关系到人民群众饮食用药安全的大事,更关系社会和谐稳定。随着的经济发展和社会的进步,人民群众对食品药品安全期待越来越高,如何更好地解决食品药品安全问题迫在眉睫。甘肃省食品药品监管体制经历了2009年和2013年两次机构改革。尤其是2013年机构改革后,除农产品种植环节仍由农业部门负责管理外,其余原工商部门负责的市场流通监管职能,质检部门负责的生产环节监管职能,卫生部门负责的食品卫生监管职能均划归食品药品监管部门负责,原来食品药品监管工作中存在的职责交叉和监管空白问题得到了初步解决,整体行政效能得到了大幅度提高。但是改革还不够深入,还有诸如监管体制不完善的问题存在。本文结合甘肃省食品药品监管实际情况,与国家、经济发达省份监管体制进行横向比较,与美国、日本等发达国家已较为完善的监管模式进行纵向比对,运用新公共管理理论、公共选择理论知识,采用文献调查、调查研究的方法找出甘肃省食品药品监管体制改革存在的不足和问题,并有针对性的提出解决办法和方案,最终实现对甘肃省食品药品监管体制的优化研究。
[Abstract]:Food and drug safety is the key to people's livelihood, is related to the safety of food and drug use of the people, but also related to social harmony and stability. With the development of economy and society, people expect more and more food and drug safety. Gansu Province food and drug regulatory system experienced two institutional reforms in 2009 and 2013. In particular, after the institutional reform in 2013, apart from the fact that the agricultural sector is still responsible for managing the cultivation of agricultural products, the market circulation supervision functions of the former industrial and commercial departments and the production link supervision functions of the quality and inspection departments are in charge. The functions of food hygiene supervision in the health department are all assigned to the food and drug supervision department. The problems of overlapping responsibilities and supervision gaps in the original food and drug supervision work have been solved preliminarily, and the overall administrative efficiency has been greatly improved. But the reform is not deep enough, there are still problems such as imperfect regulatory system. Combining with the actual situation of food and drug supervision in Gansu Province, this paper makes a horizontal comparison with the regulatory system of the country and economically developed provinces, compares vertically with the more perfect regulatory models of the developed countries, such as the United States and Japan, and applies the new public management theory. The public choice theory knowledge, adopts the literature investigation, the investigation research method to find out the Gansu Province food and drug supervision system reform existence insufficiency and the question, and has pointed out the solution and the plan, Finally, to optimize the food and drug regulatory system in Gansu Province.
