朝阳市政府绩效评估误差来源与矫正对策研究

【摘要】:政府绩效评估特别是地方政府绩效评估的研究属于当前学术界公共管理研究的重要研究课题。现阶段,我国政府处于由管理型政府向服务型政府转型的过程中,政府绩效评估成为地方政府管理方面亟待解决的现实问题。当然,在取得一定成绩的同时,也面临着一定的困境。政府绩效评估过程中,评估的误差影响绩效评估的作用和价值的实现,也在一定程度上影响了我国政府绩效体制改革的进程。 本文以朝阳市政府绩效评估结果误差为研究主题,从转型期政府绩效评估管理者的角度出发,运用文献研究法,在相关理论的基础上,通过对已有的政府绩效评估方面的文献进行梳理,总结归纳我国地方政府绩效评估所面临的问题,又通过比较研究法,对比分析国内外政府绩效评估的实践情况及经验,分析当前我国地方政府乃至朝阳市政府绩效评估工作的现状及面临的困境,为分析影响朝阳市政府绩效评估结果误差找到了事实依据。最后通过调查问卷法,发现朝阳市政府绩效评估结果误差的来源,确保了数据的真实有效。 结合国内外政府绩效评估的理论研究理论框架和实践模式,比照朝阳市政府绩效评估误差的实证分析,从信息维度、社会维度、政治维度找到地方政府绩效评估误差的来源,从而提出朝阳市政府绩效评估结果误差的矫正对策。以此论文希望引起学界对我国政府绩效评估结果误差的重视,并希望能够进行深入研究,从而有效推进我国政府绩效评估工作。
[Abstract]:Government performance evaluation, especially the study of local government performance evaluation, is an important research topic in the current academic research on public management. At present, our government is in the process of transition from management-oriented government to service-oriented government, and government performance evaluation has become a practical problem to be solved urgently in local government management. Of course, in making certain achievements, but also facing certain difficulties. In the process of government performance evaluation, the error of evaluation affects the function and value of performance evaluation, and also affects the process of government performance system reform to some extent. This paper takes the error of government performance evaluation in Chaoyang City as the research topic, from the perspective of government performance evaluation managers in the transitional period, using literature research method, on the basis of relevant theories. By combing the existing literature on government performance evaluation, this paper summarizes and summarizes the problems faced by local government performance evaluation in China, and through comparative research, compares and analyzes the practice and experience of government performance evaluation at home and abroad. This paper analyzes the current situation and difficulties of the performance evaluation of local governments and even Chaoyang City, which provides a factual basis for the analysis of the errors affecting the results of Chaoyang Municipal Government performance Appraisal. Finally, through the questionnaire method, we find the source of the error of the Chaoyang government performance evaluation results, to ensure the validity of the data. Combined with the theoretical framework and practice model of government performance evaluation at home and abroad, this paper analyzes the error of government performance evaluation in Chaoyang city, and finds out the source of the error from information dimension, social dimension and political dimension. Therefore, the paper puts forward the corrective measures for the error of the government performance evaluation in Chaoyang city. This paper hopes to arouse the academic attention to the error of the results of government performance evaluation, and hope to carry out in-depth research, so as to effectively promote the performance evaluation of our government.
