网络社会治理中的时间冲突

【摘要】：在网络社会的治理中,传统的治理模式与治理思维需要转变。在社会理论的层面,社会时间是一种多元的、随时代变迁的社会产物。互联网的社会时间所具有的高度压缩性和辩证的永恒性,与前互联网时代的"科层制时间"具有根本的冲突。我国网络社会发展初期的治理困境,一定程度上受到这种时间冲突的影响。为此,应当压缩传统治理层级,提升国家在网络空间中的信息处理效率,实现治理主体的多元化。同时,坚持网络治理的实事求是和公平正义原则,明确技术策略使用的底线。
[Abstract]:In the network society governance, the traditional governance mode and governance thinking need to change. At the level of social theory, social time is a pluralistic and changing social product. The highly compressed and dialectical permanence of the social time of the Internet has a fundamental conflict with the "stratified time" in the pre-Internet era. The difficulties of governance in the initial stage of the development of network society in China are affected to some extent by this kind of time conflict. Therefore, we should reduce the level of traditional governance, improve the efficiency of national information processing in cyberspace, and realize the diversification of governance subjects. At the same time, adhere to the principle of seeking truth from facts and fairness and justice of network governance, and make clear the bottom line of technical strategy.
