【摘要】:本文以公共管理的保障、服务理论和公共政策的系统分析法为理论研究工具,通过文献资料法、问卷调查法、图表法、对比法等研究方法对湖南省运动员退役就业安置现状进行研究,旨在通过现象找本质,发现退役安置工作中的矛盾,找出造成安置工作矛盾的根源,最后提出解决退役安置矛盾的对策建议。其结果如下:(1)湖南省近年运动员退役安置现象:安置政策以自主择业安置为主,但运动员的主观倾向更愿接受单位安置和高校深造,排斥自主择业。(2)湖南省近年运动员退役安置存在的矛盾:经济体制转轨阶段,湖南人口大省的劳动力供大于求,市场竞争激烈,运动员退役后就业形势严峻;运动队员文化层次低,不适应社会;身体伤病,工作生活得不到有力保障,他们的利益诉求得不到满足;退役运动员不满现行安置政策,与政府矛盾呈现。(3)湖南省近年运动员退役安置问题存在的原因:经济体制转轨时期,原有的安置政策已不适应市场经济的竞争和人事制度的改革;同时竞技体育举国体制造成的思维定式影响运动员的择业选择;经济体制转轨阶段安置政策的不完善,组织安排和自主择业之间没有一个承接和缓冲的过渡政策,运动员从心理上难以接受;运动员“体教结合”不好导致的文化层次低,社会竞争力弱。(4)关于改善湖南省运动员退役安置现状的对策建议:完善体育后备人才培养机制,把好竞技体育人才的“入口”关,通过创新“体教”结合模式,对运动员实行高校独立培养、体育部门和高校联合培养;健全运动员在役时和退役后的各类保障制度,在“五险一金”基础上注重商业保险的购买和退役关怀基金的设立,在全国退役补偿费基本标准上调整退役补偿费,减小湖南与其它省的差距,出台退役运动员创业优惠政策,鼓励他们自主择业;发挥体育人力资源的优势,拓宽运动员退役就业安置渠道,做好体育竞技体育人才的“出口”工作,运动员退役后可通过考试进入高等院校深造,也可在体育教育、体育服务行业方面有所作为。
[Abstract]:This paper takes the system analysis method of public administration, service theory and public policy as the theoretical research tool, through the methods of literature, questionnaire, chart, etc. This paper studies the present situation of retired employment placement of athletes in Hunan Province by comparative method, aiming at finding the essence of the phenomenon, finding out the contradictions in the work of retired resettlement, and finding out the root causes of the contradictions in the resettlement work. Finally, the countermeasures and suggestions to solve the problem of retired resettlement are put forward. The results are as follows: (1) the phenomenon of retired and resettled athletes in Hunan Province in recent years: the resettlement policy is mainly self-employment placement, but the subjective tendency of athletes is more willing to accept unit placement and higher education. The contradictions of retirement and placement of athletes in Hunan Province in recent years are as follows: at the stage of economic system transition, the labor force of Hunan province with large population exceeds demand, the market competition is fierce, and the employment situation of athletes after retirement is grim; Sports players have a low level of education and do not adapt to society; physical injuries, work and life are not adequately protected, and their interests are not satisfied. Retired athletes are dissatisfied with the existing resettlement policy. The reasons for the problem of retirement and placement of athletes in Hunan Province in recent years are as follows: during the transition of economic system, the original resettlement policy has not adapted to the competition of market economy and the reform of personnel system; At the same time, the thinking pattern caused by the national system of competitive sports affects the choice of the athlete's career, the imperfection of the resettlement policy in the transition period of the economic system, the lack of a transition policy of undertaking and buffering between the organizational arrangement and the independent choice of employment. Athletes are difficult to accept from the psychological point of view; the low level of culture and the weak social competitiveness caused by the poor combination of sports and education) the countermeasures and suggestions for improving the present situation of retired and resettled athletes in Hunan Province: perfecting the training mechanism of sports reserve talents, By combining the "entrance" of competitive sports talents with innovation of "physical education", we should carry out independent training of athletes in colleges and universities, combine sports departments with colleges and universities, improve all kinds of guarantee systems for athletes while in service and after retirement, On the basis of "five risks and one gold", we should pay attention to the purchase of commercial insurance and the establishment of retirement care funds, adjust the retirement compensation fees on the basic standards of the national retirement compensation fees, reduce the gap between Hunan and other provinces, and introduce preferential policies for retired athletes to start their own businesses. Encouraging them to choose their own jobs, giving full play to the advantages of sports human resources, widening the channels for athletes to retire for employment, and doing a good job of "exporting" sports talents. After retirement, athletes can enter higher education institutions through examinations. Can also be in physical education, sports service industry has made a difference.
