国家治理现代化的基本“点”和关键“面”——“国家治理现代化与服务型政府建设研讨会”综述

【摘要】：2016年12月15日,辽宁大学举办了"国家治理现代化与服务型政府建设"全国学术研讨会。会议围绕"国家治理现代化与服务型政府建设"这一主题,对国家治理体系构建、中外国家治理现代化历程、公共服务体系建设和公共服务质量评估等进行了系统探讨,旨在探寻国家治理现代化和服务型政府建设的新途径和新方法。会议在研究内容上注重宏观视角与微观尺度的结合;在探讨层级上,从中央人民政府到地方各级人民政府均有涉及,在研究范围上,覆盖政府组织、民间团体、社区、居民自治和村民自治组织;在关注角度上,侧重于理论研究和应用研究相结合。会议为公共管理学者探讨国家治理体系和治理能力现代化搭建了展示研究成果和进行学术交流的平台,共同为推动中国国家治理现代化理论发展贡献力量。
[Abstract]:On December 15, 2016, Liaoning University held a national symposium on "Modernization of State Governance and Construction of Service-oriented Government". Focusing on the theme of "Modernization of State Governance and Construction of Service-oriented Government", the conference systematically discussed the construction of the national governance system, the process of modernization of national governance at home and abroad, the construction of the public service system and the evaluation of public service quality. The aim is to explore new ways and methods for the modernization of national governance and the construction of service-oriented government. The conference paid attention to the combination of macro perspective and micro scale in the content of the research; at the discussion level, from the central people's government to the local people's governments at all levels, it covered government organizations, civil organizations, and communities. Residents' autonomy and villagers' self-government organizations, focusing on the combination of theoretical and applied research. The meeting set up a platform for public management scholars to discuss the modernization of national governance system and governance capacity, and to display the research results and carry out academic exchanges, which together contributed to the development of the modernization theory of national governance in China.
