淄博市临淄区基层安全生产监管机制现状及对策研究

【摘要】：随着我国经济社会的快速发展,安全生产问题越来越受到国家和社会的广泛关注。而安全生产的监管工作在安全生产中占有举足轻重的作用,也越来越受到人们的关注。国家高度重视安全生产工作,但事故总量仍高居不下,总结原因,基层安全生产监管机制未理顺是一个重要的原因。建国以来,我国安全生产监管机制从无到有,不断发展和完善,逐步形成了国家监督、政府(行业)监管、中介服务、企业负责、群众监督的管理模式。但在当前经济转型发展的特殊背景下,经济的快速增长,导致了整个社会结构甚至是政治体制发生了变化,原有的安全生产监管机制,逐渐失去了约束力,而新的监管机制尚未建立完善,仍存在诸多问题。基层安全生产监管部门尤其是镇街道安监部门是我国安全生产监管网络中的神经末梢,是我国安全生产监管体系中数量最庞大、作用最直接、最重要的安全生产监管力量,是保障企业安全生产的最后一道监管屏障。要破解当前全国安全生产工作的难题,应从理顺基层安全生产监管机制入手。作者从事安全生产监管工作多年,对安全生产监管工作情况有较深的了解,手头有大量的实证和基础研究资料。本文以安全生产和公共管理的相关理论为指导,通过问卷调查和访谈获取第一手的研究资料,采取理论联系实际的研究方法,以淄博市临淄区基层安全生产监管机制为例,分析安全生产监管机制在基层运行过程中存在的主要问题。在借鉴国外发达国家安全生产监管的先进经验的基础上,提出加强基层安全生产监管机制建设的对策和建议。全文共分为六个部分：第一部分是导论。主要介绍论文选题的目的和意义、对论文写作中需要的相关文献进行综述,并对论文的写作思路、研究过程和写作方法进行了介绍,查找到论文写作的重点和难点。第二部分是相关概念的界定及理论基础。主要介绍了安全生产监管和安全生产监管机制的基本概念。同时对本文涉及的相关理论进行了介绍,主要包括政府管制理论、内部性和外部性理论、绩效管理理论、激励理论、风险管理理论、危机管理理论等,为本文后面的论述奠定了理论基础。第三部分是基层安全生产监管机制的现状。分析了当前我国基层安全生产监管包括淄博临淄区安全生产监管面临的严峻形势,以临淄区为例对我国基层安全生产监管的现状,包括监管主体和监管对象的基本情况进行了介绍。第四部分是淄博市临淄区基层安全生产监管机制存在的问题及其原因分析。通过分析访谈和问卷调查的结果,查找出当前淄博市临淄区基层安全生产监管机制存在的问题。运用安全生产和公共管理方面的相关理论,查找出影响丛层安全生产监管机制运行的主要问题,如领导重视不到位、法律法规体系不健全、监管体制不顺、中介服务滞后、企业主体责任落实不到位等。第五部分主要介绍了发达国家安全生产监管的先进经验。西方发达国家在安全生产法律法规和标准建设、安全监管机构建设、队伍建设、发挥中介机构作用等方面的成功经验和做法,对解决我国基层安全生产监管机制在运行方而的问题有十分重要的参考价值和借鉴意义。第六部分是对策建议。从我国基层安全生产监管的实际情况出发,借鉴西方发达国家安全生产监管的先进经验,运用相关的理论,针对当前我国安全生产监管机制运行中存在的问题,在转变领导思想观念和工作作风、法制建设、机构建设、队伍建设、发挥中介机构作用、全面落实企业主体责任等方面提出了完善我国基层安全生产监管机制建设的对策和建议。
[Abstract]:With the rapid development of our country's economy and society, the problem of safety production has been paid more and more attention by the state and the society. And the supervision of safety production plays an important role in the safety production and has been paid more and more attention. The state attaches great importance to the work of safety production, but the total amount of accidents is still high. Since the founding of the people's Republic of China, China's safety production supervision mechanism has developed and perfected since the founding of the people's Republic of China. It has gradually formed the mode of state supervision, government (industry) supervision, intermediary service, enterprise responsibility, and the management mode of mass supervision. But under the special background of the current economic transformation and development, the economy is under the special background of economy. The rapid growth has led to the change of the whole social structure and even the political system. The original supervision mechanism of safety production has gradually lost its binding force, and the new regulatory mechanism has not yet been established, and there are still many problems. The grass-roots safety production supervision department, especially the town street safety supervision Department, is the network of safety production supervision and supervision in China. The nerve end is the most large number, the most direct and the most important supervision force in the safety production supervision system in China. It is the last regulatory barrier to ensure the safety production of the enterprise. To solve the problem of the current national safety production work, we should start with the regulation of the safety production supervision mechanism at the basic level. The author is engaged in safety production. We have a deep understanding of the supervision of safety production for many years, and there are a large number of empirical and basic research materials on hand. This paper, guided by the related theories of safety production and public management, obtains the first hand research data through questionnaire survey and interview, and takes the research method of theory and practice with the theory of theory and practice, taking the Linzi District of Zibo city. As an example, the supervision mechanism of safety production at the grass-roots level is taken as an example to analyze the main problems existing in the process of safety production supervision and regulation in the course of the grass-roots operation. On the basis of the advanced experience of foreign developed countries' safety production supervision and supervision, the countermeasures and proposals for strengthening the construction of the supervision mechanism for the grass-roots production safety are put forward.
The full text is divided into six parts:
The first part is the introduction, which mainly introduces the purpose and significance of the thesis, summarizes the relevant documents needed in the paper writing, and introduces the writing ideas, the research process and the writing methods of the paper, and finds the key and difficult points of the thesis writing.
The second part is the definition and theoretical basis of related concepts. The basic concepts of safety production supervision and safety production supervision mechanism are introduced, and the related theories involved in this paper are introduced, including government regulation theory, internal and externality theory, performance management theory, incentive theory, risk management theory, crisis management. Theory and so on, laid a theoretical foundation for later discussion.
The third part is the present situation of the supervision mechanism of the grass-roots safety production. This paper analyzes the serious situation of the supervision of the safety production supervision in the grass-roots level of our country, including the supervision of the safety production in Linzi District of Zibo, and introduces the status of the supervision of the basic level safety production in Linzi area, including the basic situation of the subject of supervision and the object of supervision.
The fourth part is the existing problems and causes analysis of the supervision mechanism of the grass-roots safety production in Linzi District of Zibo. Through the analysis of the results of interview and questionnaire survey, we find out the existing problems of the grass-roots safe production supervision mechanism in Linzi District of Zibo, and find out the influence of the cluster security by using the related theories of safety production and public management. The main problems in the operation of the whole production supervision mechanism, such as the lack of leadership, the imperfect legal system, the failure of the regulatory system, the lag of intermediary services and the inadequate implementation of the responsibility of the enterprise.
The fifth part mainly introduces the advanced experience of the safety production supervision in developed countries. The successful experience and practice of the western developed countries in the construction of laws and regulations and standards, the construction of safety supervision institutions, the construction of the team, the role of intermediary institutions and so on, in order to solve the problems in the operation of the supervision mechanism of the grass-roots production safety production in China. It has a very important reference value and reference significance.
The sixth part is the countermeasures and suggestions. Starting from the actual situation of our country's grass-roots safety production supervision and supervision, drawing on the advanced experience of the western developed countries' safety production supervision and supervision, using the relevant theories, in view of the existing problems in the operation of the current safety production supervision mechanism in our country, the ideas and work style of the leadership, the construction of the legal system, and the construction of the institutions are made. The construction of the team, the role of intermediary agencies, the overall implementation of the responsibility of the enterprise main body, and so on, put forward the countermeasures and suggestions to improve the construction of the supervision mechanism of the grass-roots safety production in China.
