县级图书馆公共文化服务问题研究

【摘要】：近年来,国家出台的公共文化新政策和图书馆领域的法律法规为公共图书馆的持续发展创造了良好的政策环境,为公共图书馆的发展带来了新的契机,同时也给图书馆的建设提出了具体要求和规范。目前,公共文化工作普遍引起各级各地政府的重视,加大了人力财力物力的投入,基层公共图书馆落后的面貌正逐步得以改善,基础设施、经费投入、人力资源和服务水平均有不小的改观,县级图书馆作为公共图书馆体系中数量最为庞大的群体,正逐步成为构建公共文化服务体系中的主要阵地。这篇文章选取郑州经济技术开发区图书馆作为研究对象,运用新公共管理理论和新公共服务理论这两大理论工具,采用文献法、个案法和问卷调查法,设计制作了《郑州经开区图书馆读者调查问卷》、《郑州经开区图书馆员工调查问卷》,通过问卷调查反映的情况,结合自身工作中遇到的问题,广泛搜集资料,分析和总结出了郑州经开区图书馆在公共文化服务方面存在的不足并且深入剖析原因,并且结合各地图书馆的成功经验,给出了县级图书馆的发展策略。笔者从公共文化服务主体的角度探讨政府、图书馆、社会机构、公民如何提高公共文化服务水平,笔者认为政府的角色是主导,主导体现在政策支持和法规保障,同时要建立经费投入稳定增长的机制;图书馆是建设的主体,图书馆加强自身建设主要从明确自身定位、加强人力资源管理、加强服务创新和开展全民阅读活动着手;社会机构是要合作的对象,和图书馆息息相关可以密切合作的社会机构类型有同性质的公共文化事业单位、公益性的社会团体和文化产业机构;公民既是公共文化服务的受益者,同时也是参与者,公民要提高主体参与意识,参与进公共文化部门的管理过程中去。通过研究笔者得出这样的结论:虽然县级图书馆的公共文化服务水平已经得到了改善,但是依旧存在诸多问题。政府在图书馆发展中应起到主导地位,但图书馆也要与社会多方结合,共同提高公共文化服务水平。
[Abstract]:In recent years, the new policy of public culture and the laws and regulations in the field of library have created a good policy environment for the sustainable development of the public library, and brought a new opportunity for the development of the public library. At the same time, it also puts forward specific requirements and norms for the construction of the library. At present, public cultural work has generally attracted the attention of local governments at all levels, increased the input of human, financial and material resources, and the backward features of grass-roots public libraries are gradually being improved, infrastructure and funding input. The level of human resources and service has improved greatly. As the largest group in the public library system, the county-level library is gradually becoming the main position in the construction of the public cultural service system. This article selects the Zhengzhou Economic and technological Development Zone Library as the research object, uses the new public management theory and the new public service theory two theoretical tools, adopts the literature method, the case law and the questionnaire survey method, In this paper, the author designed and made the questionnaire for readers of Zhengzhou Jingkai Library, and the questionnaire for staff of Zhengzhou Economic District Library. Through the questionnaire survey, the author collected the information widely, combining the problems encountered in his own work, in the light of the situation reflected by the questionnaire. This paper analyzes and summarizes the shortcomings and causes of the public cultural service of Zhengzhou Jingkai Library, and gives the development strategies of the county-level library in combination with the successful experiences of the libraries in various places. The author discusses how the government, libraries, social institutions and citizens can improve the level of public cultural service from the perspective of the main body of public cultural service. The author thinks that the role of the government is the leading, which is reflected in the policy support and the legal guarantee. At the same time, it is necessary to establish the mechanism of steady growth of fund input, the library is the main body of construction, and the strengthening of library's self-construction mainly starts from defining its own position, strengthening the management of human resources, strengthening the service innovation and carrying out the reading activities of the whole people. Social institutions are the objects of cooperation, and the types of social institutions which are closely related to libraries include public cultural institutions of the same nature, public welfare social organizations and cultural industrial institutions; Citizens are not only beneficiaries of public cultural services, but also participants. Citizens should enhance their participation consciousness and participate in the management process of public cultural departments. The author draws such a conclusion: although the level of public cultural service in county libraries has been improved, there are still many problems. The government should play a leading role in the development of libraries, but libraries should also combine with society to improve the level of public cultural services.
