长沙县城乡公交一体化营运管理研究

【摘要】:城乡一体化,也称城乡经济社会一体化,是一个国家和地区在生产力水平或城市化水平发展到一定程度时城市与乡村相互融合形成一体的过程。随着我国经济建设的高速发展,城乡一体化进程的进一步加快,城乡群众对于交通客运的发展及出行的需求越来越迫切。近年来,长沙县社会经济快速发展,综合经济实力显著增强,进入了全面建设小康社会的发展新阶段,初步具备了统筹城乡发展、实施城乡公交一体化的基础条件。自2009年起,作为长沙市城乡公交一体化试点县开始城乡公交一体化工作的尝试,成功开通了4条城乡公交线路。但运营过程中,城乡公交一体化总体规划的缺乏,管理、监管机制不健全等暴露的问题直接影响到城乡公交纵深发展与推进。本论文从长沙县城乡公交运营的现状出发,采用文献研究法、调查研究法、对比分析法、统计分析等方法,按照“提出问题——分析问题——解决问题”的思路,借鉴国内外城市的城乡公交发展经验,对长沙县城乡公交一体化规划、机制、运营模式构建等进行了比较系统的研究。主要创新在于,界定了城乡公交一体化的内涵和外延,深刻分析推行城乡公交一体化的必要性,并与其运营体制机制改革研究进行整合,为其他地区城乡公交一体化改革发展提供参考模式,具有理论创新和实践指导价值。本文就如何综合县域布局、县域经济及公交发展水平,从理顺管理体制、调整运营模式、加大财政投入,加强行业监管,提高服务质量等环节着手,对城乡一体化运营管理进行了较深入的探讨。从公共管理的视角,以公共产品、公共服务均等化等理论为指导,从必要性分析、县域公交客运现状、问卷调查等来分析城乡公交一体化推进中存在的问题和原因,在理论与实践层面,对城乡公交一体化运营管理进行研究,得出推进长沙县城乡公交一体化发展的提出对策建议,即从政策规划、体制改革、运营改革、补偿机制、考评体系等就五个方向进行调整和改革,为长沙县及其他城乡公交试点实施提供借鉴与参考。
[Abstract]:Urban-rural integration, also known as urban-rural economic and social integration, is a process in which a country and a region integrate into one another at a certain level of productivity or urbanization. With the rapid development of China's economic construction and the further acceleration of the process of urban-rural integration, the demand of urban and rural people for the development and travel of passenger transport is becoming more and more urgent. In recent years, the social economy of Changsha County has developed rapidly and its comprehensive economic strength has been greatly strengthened. It has entered a new stage of building a well-off society in an all-round way, and has preliminarily possessed the basic conditions for planning the development of urban and rural areas and implementing the integration of urban and rural public transport. Since 2009, as a pilot county of urban and rural public transport integration in Changsha City, four urban and rural bus lines have been successfully opened. However, in the course of operation, the lack of overall planning of urban and rural public transport integration, the lack of management, supervision mechanism and other exposed problems directly affect the development and promotion of urban and rural public transport in depth. Based on the present situation of urban and rural public transport operation in Changsha County, this paper adopts the methods of literature research, investigation, comparative analysis, statistical analysis and so on, according to the idea of "posing problem-analysising problem-solving problems". Based on the experience of urban and rural transit development in domestic and foreign cities, this paper makes a systematic study on the integrated planning, mechanism and operation mode of urban and rural public transport in Changsha County. The main innovation lies in defining the connotation and extension of the integration of urban and rural public transport, deeply analyzing the necessity of carrying out the integration of urban and rural public transport, and integrating it with the research on the reform of its operation system and mechanism. It provides a reference model for the reform and development of urban and rural transit integration in other regions, and has theoretical innovation and practical guiding value. In this paper, how to integrate county layout, county economy and the level of public transport development, from the aspects of straightening out the management system, adjusting the operation mode, increasing financial investment, strengthening industry supervision, improving service quality, etc. This paper makes a deep discussion on the integrated operation and management of urban and rural areas. Under the guidance of the theory of equalization of public goods and public services from the perspective of public management, this paper analyzes the problems and causes of urban and rural public transport integration from the necessity analysis, the status quo of public transport in county areas, and the questionnaire survey, etc. On the theoretical and practical level, this paper studies the integrated operation and management of urban and rural public transport, and puts forward countermeasures and suggestions to promote the development of urban and rural public transport integration in Changsha County, that is, from the aspects of policy planning, system reform, operation reform, compensation mechanism, etc. The evaluation system is adjusted and reformed in five directions to provide reference and reference for Changsha County and other urban and rural public transport pilot implementation.
