【摘要】：随着网络技术的发展，WEB4.0时代对政府管理提出了更高的要求，政府迈向4.0时代要在管理上做好“加减法”，减法就是要简政放权，，加法是要跟上网络技术的发展。实施电子政务是政府适应时代转变的有效载体。本文通过对流程再造理论和网上行政审批的天然耦合性分析，以黑龙江省网上行政审批的流程再造实施为案例，深入分析建设服务型政府的实践过程中如何有效发挥网络技术的优势和政府的主动性，运用流程再造理论把服务理念贯穿到行政审批的每一个细节，并在叙述逻辑上和理论背景上加以实证分析和对比分析，运用流程再造理论把服务理念贯穿到行政审批的每一个细节，从而实现权力型政府向服务型政府的真正转变。在研究方法上主要运用了实证分析、文献研究、案例研究和调查问卷等方法，以期实现对黑龙江省行政审批系统的业务流程再造进行完美的阐释，从而使文本的研究具有较强的理论和现实借鉴意义。本文共分为4章。第1章为绪论部分，对研究背景、研究内容和结构以及国内外研究现状进行了梳理，第2章通过理论和技术的耦合性分析，对新公共管理运动、流程再造、政府流程再造的一般性理论和概念及能够解决的现实问题和操作步骤作为理论基础进行了阐述，第3章结合流程再造和管理创新的理论对黑龙江省网上审批的建设背景、存在的问题，对成因进行了剖析，第4章在方案上规范审批机制、完善审批制度、统一技术标准，在具体操作上精简行政审批程序，公布行政审批流程图，整合审批流程，精简审批程序，减少不必要的审批要件，把“三大平台”建设进行融合，实施一站式并联对网上审批流程进行优化重组，对实施效果进行分析。本课题的研究意义，旨在以网上审批作为切入点研究政务流程再造，以黑龙江省网上行政审批的流程再造为案例，利用信息化实现政务流程再造的方法和路径，并对发展中存在问题进行破解，以期为全国网上政务服务中心建设的规范化、规模化、标准化创造一个黑龙江模式，打造一个样板，并以技术和制度的规范使投资发展环境更优，推进黑龙江省经济社会全面发展。
[Abstract]:Along with the development of network technology, WEB4.0 times put forward higher requirements to government management, the government should do well in addition and subtraction in management toward 4.0 era, subtraction is to simplify administration and decentralization, addition is to keep up with the development of network technology. The implementation of e-government is an effective carrier for the government to adapt to the change of the times. Through the analysis of the natural coupling between the theory of process reengineering and the online administrative examination and approval, this paper takes the implementation of the online administrative approval of Heilongjiang Province as a case study. How to give full play to the advantages of network technology and the initiative of government in the practical process of constructing service-oriented government, and apply the theory of process reengineering to penetrate the service idea into every detail of administrative examination and approval, And in the narrative logic and theoretical background of empirical analysis and comparative analysis, using the theory of process reengineering service concept through every detail of the administrative examination and approval, so as to realize the real transformation from power-oriented government to service-oriented government. Empirical analysis, literature study, case study and questionnaire are mainly used in the research, in order to achieve a perfect interpretation of the business process reengineering of the administrative approval system in Heilongjiang Province. So that the text of the study has a strong theoretical and practical significance. This paper is divided into four chapters. The first chapter is the introduction part, the research background, the research content and the structure as well as the domestic and foreign research present situation has been combed, the second chapter through the theory and the technical coupling analysis, to the new public management movement, the process reengineering, The general theory and concept of government process reengineering and the practical problems and operational steps that can be solved are expounded as the theoretical basis. Chapter 3 combines the theory of process reengineering and management innovation to discuss the construction background of Heilongjiang Province's online examination and approval, which is based on the theory of process reengineering and management innovation. Chapter 4 standardizes the examination and approval mechanism, consummates the examination and approval system, unifies the technical standard, simplifies the administrative examination and approval procedure in the concrete operation, promulgates the administrative examination and approval flow chart, and integrates the examination and approval process. Simplify the examination and approval procedure, reduce the unnecessary examination and approval requirements, merge the construction of the "three major platforms", carry out the optimization and reorganization of the online examination and approval process in one-stop parallel connection, and analyze the effect of the implementation. The purpose of this paper is to use online examination and approval as a starting point to study government process reengineering, take the process reengineering of online administrative examination and approval in Heilongjiang Province as a case, use information technology to realize the method and path of government process reengineering, and solve the problems existing in the process of development. In order to create a Heilongjiang model for the standardization, scale and standardization of the construction of the national online government service center, to create a model, and to make the investment development environment better with the standard of technology and system, We will promote comprehensive economic and social development in Heilongjiang Province.
